The Aviation Department of the Port Authority of New York and New Jersey is currently seeking an experienced Senior Program Manager with a focus on electrical/mechanical engineering experience to manage LGA Redevelopment projects. You will have the opportunity to not only roll out but transition into the management of testing/commissioning of new terminal systems once initial projects wrap up. Founded in 1921, the Port Authority of New York and New Jersey builds, operates, and maintains many of the most important transportation and trade infrastructure assets in the country. The agency’s network of aviation facilities, which consist of John F. Kennedy (JFK), Newark Liberty International (EWR), LaGuardia (LGA), Stewart International (SWF) and Teterboro (TEB) airports, ground, rail, and seaport facilities is among the busiest in the country, supports more than 550,000 regional jobs, and generates more than $23 billion in annual wages and $80 billion in annual economic activity. The Port Authority also owns and manages the 16-acre World Trade Center site, which is now the tallest skyscraper in the Western Hemisphere

The Aviation department mission is to develop, provide, promote, maintain and enhance a unified system of safe and secure regional airport facilities, providing the region with unsurpassed global access and restoring the region to its preeminent status as the nation’s gateway for passengers and cargo, and to do so with sensitivity for the community and the environment

Reporting to a Program Director, LGA Redevelopment Program, the Senior Program Manager will assume responsibility for management, delivery and progress reporting of all medium and low voltage electrical and/or mechanical projects under the LGA Redevelopment Program, following established PA procedures and protocols. In addition, the selected candidate will be responsible for:

  • Managing and overseeing all aspects of electrical and/or mechanical project/program delivery
  • Performing a technical advisory role in system commissioning and decommissioning activities
  • Managing project costs in accordance with authorized budgets
  • Monitoring and accurately reporting on all aspects of design, engineering, and construction for projects with electrical and/or mechanical scope
  • Analyzing project risks and developing corresponding strategies to achieve delivery and performance goals of the Agency capital and operating programs
  • Analyzing project change requests and developing strategies to mitigate and/or minimize negative impacts to schedule, budget, and wider airport operational impacts
  • Assuring that project team complies with the contract terms/agreements, as well as exercises rigid cost control to implement the approved design within established budget restraints
  • Responsible for project reporting to Senior Executive level individuals on the performance metrics of the project that includes both written and oral presentations as applicable
  • Collaborating with all stakeholders; attends assigned meetings to cover weekly job progress meetings, during design and construction
  • Managing the review of submittals relative to your projects and resolution of all review comments within timelines defined by the Tenant Alteration Application (TAA) process
  • Assisting the Program Director in accomplishing the day-to-day tasks and responsibilities such as attending meetings, making project related decisions, reviewing documents and responding to senior management requests
  • Preparing and/or supervising the preparation of high quality MA’s, MJ’s, Board briefing folders, supporting materials and presentations
  • Providing high-level briefing on project status to senior executive management
  • Other duties as assigned

Candidates must present the following qualifications to be considered eligible for this position:

  • Bachelor’s Degree in Electrical or Mechanical Engineering from an accredited college or univesity (or related)
  • Minimum combined 7 years of progressive responsibility in project management, preferably on large capital programs. Project types shall include transportation infrastructure, technology and airport projects with predominantly electrical and/or mechanical scope
  • Experience in installation, testing and commissioning of medium voltage, low voltage electrical and IT systems including but not limited to PAWANET, Computerized Access Control, Perimeter Intrusion Detection System, CCTV and ACDTV (Airport Checkpoint Digital Closed Circuit TV), Public Safety/Life Safety Systems, Emergency Phones and Fire Alarm Systems
  • Pass fingerprint-based Criminal History Record Check as mandated by 49CFR 1542
  • Obtain an Airport Security Identification Display Area (SIDA) ID card with Airfield Driving Privileges

Ideal candidates will present the following profile:

  • Professional Engineer licensed in New York or New Jersey
  • Demonstrated experience with large capital programs from a design, construction, and operational aspect is necessary
  • Substantive knowledge of project management scheduling, cost control, and scope/code compliance review procedures, change order process, along with knowledge of multidiscipline engineering and construction principals
  • Extensive experience in managing and influencing diverse work groups, project teams and internal and external stakeholders, including Regulatory Agencies and public utilities
  • Experience in campus-wide power distribution systems, substations, duct banks, 5kv feeders, as well as building electrical and IT systems
  • Extensive knowledge of Port Authority policies and procedures related to project management systems, administration, the Capital authorization and agenda review processes
  • Demonstrated superior customer service, decision-making, problem solving, conflict resolution and interpersonal skills; and excellent communication skills as this position is client facing
  • Substantial Knowledge of the Aviation industry, including the implementation of the Aviation Business and Capital Plan
  • Thorough knowledge of LaGuardia Airport
  • Ability to multitask and work in a fast pace environment
  • Strong working knowledge of pre-design and pre-construction, building systems/components and technology, contract management, project delivery methods, team building and client relationship building required
