MITREs Center for Financial and Economic Transformation is looking for technical professionals to work with civilian agencies to modernize and enable their internal processing and customer services. Modernizing IT systems and ecosystems is a key element of our portfolio. We are looking for highly-motivated, adaptive, and self-directed candidates with a broad spectrum of experience in modernizing large-scale data and processing-intensive systems, migration planning, and transformation. Day to day responsibilities:


We have an opportunity for a multi-project manager, needing not only strong PM skills, but also a high level of skill in customer engagement, multi-tasking, coordinating with multiple MITRE tech centers, and a breadth of experience working with multiple technical disciplines.


The group of agencies that the projects work with oversee, regulate, or otherwise engage with the financial services industry agencies such as Financial Crimes Enforcement Network (FinCEN), National Credit Union Association (NCFU), Consumer Financial Protection Bureau (CFPB), FRTIB (Federal Retirement Thrift Investment Board). These agencies are all undertaking similar modernization efforts which include infrastructure optimization, cloud migration, cybersecurity operations improvements, and new compliance/examination and data analytics solutions.


 


MITREs relationship with all of these agencies is to provide senior executives (CIOs, CISOs, business division leaders) with recommendations (based on our data-driven analyses or evaluations) for strategic and solution acquisition decisions the agency leaders need to make. We use an evolving work plan approach where the scope/type of activities are defined in the tech proposal and a task order ceiling is defined, but the specific activities and work products are incrementally added to the work plan as we negotiate the next issue to be addressed.


 


Key Functions:


 Define, develop, and execute day-to-day project work plans with specific work-shaping objectives, deliverables, and outcomes consistent with the Portfolio Work Plan.


 Develop and maintain executable project plans, refining project tasks to produce desired outcomes while identifying staffing skills requirements, schedule milestones, and risk areas


 Work with Portfolio Manager and Task Leaders to identify project-specific objectives, deliverables, and outcomes


 Ensure that all project staff are aware of context for the work, project objectives, and expectations so that they understand the connections to their tasks



- Execute project plans within allocation


- Develop work breakdown structures (or equivalent) for project execution


- Forecast and monitor expenditures by month and across budget categories; adapt to changes, re-plan, and report to Portfolio Manager & Work Program Manager


- Identify and manage project risks (e.g., delivery, funding, etc


 Working with the organizational chain of command, direct project activities and execute project plans effectively to deliver products and achieve project outcomes (with Task Leaders and Deputy Project Managers if appropriate)


- Ensure timely (on schedule and within budget) delivery and quality of products


- Integrate appropriate level of independent peer reviews of work program and products


 Project staffing Ensure that the right staffing skill mix and resources are brought to bear on the projects



- Staff projects with appropriate staff from Program Divisions and Technical Centers


- Collaborate with project staffs direct supervisor to reasonably accommodate and support staff development with funding, planned assignments/re-assignments, and on-the-job training


- Proactively engage with staff direct supervisors to help set outcome-based performance goals and provide regular and constructive performance feedback/inputs for staff performance as appropriate


 Prepare and deliver monthly project reports as required













  • BS and 10+ years of related experience

Preferred Qualifications



  • Experience working with multiple Government departments or agencies is preferred, but experience working on transformational projects in other complex environments may be considered.



  • Candidates holding current / active US Government security clearance(s) are highly preferred.
