Senior IS SCADA Engineer

San Francisco Public Utilities Commission

$112,000 – 140,000/year

 

POSITION DESCRIPTION

Under general direction and supervision, the Senior IS SCADA Engineer analyzes, plans, designs, implements, maintains, troubleshoots, and enhances large, complex SCADA systems. This consists of utilizing a combination of elements that include server and client computers, LANS, WANS, and the physical and logical components that integrate these systems together as an enterprise networking backbone.

Essential functions of the position include:

  • Determines requirements for the development or enhancement of large complex Water SCADA system for the City and County of San Francisco
  • Designs, plans, integrates, tests, implements, documents and enhances the physical and logical components of large complex Water SCADA system.
  • Performs complex systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols, systems software, hardware, and communications platforms.
  • Determines the proper installation parameters for software and hardware for smooth integration and efficiency in relation to the enterprise Historian system.
  • Analyzes, detects, identifies, and corrects complex systems software or hardware deficiencies.
  • Researches and conducts feasibility studies on new technologies, analyzes and evaluates systems software, hardware and communications strategies.
  • Provides 24-hour on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
  • Acts as the liaison between vendors, technical support hot-lines, and departments to resolve complex SCADA system or network problems.
  • Coordinates and implements corrective measures; this may involve site visits, telephone assistance, remote systems or network management, and participation in technical committees.
  • Facilitates the demonstration and training of staff in the use of new hardware or software products.
  • Plans,  implements, maintains and coordinates upgrades/updates/fixes for the core operating SCADA system and related components without negative impact to the overall availability and reliability of the enterprise SCADA system/networks.
  • Documents procedures and troubleshooting techniques related to systems, networks, software and hardware; develops and reviews documentation prior to general distribution.
  • Configures, programs, and maintains SFPUC's Wonderware SCADA system, including software, hardware and networking components. Includes Wonderware software modules: System Platform, InTouch, Wonderware Historian and Historian Client.
  • Maintains Programmable Logic Controllers (PLC) using IEC 61131-3 languages.
  • Develops SCADA interfaces on touchscreen panels using Vijeo Designer software.
  • Implements industrial communication networks and protocols including Modbus, Modbus Plus and Modbus TCP/IP and OPC.
  • Maintains and enhances processes automation programming standards and techniques

 

MINIMUM QUALIFICATIONS

  • Three (3) years of experience analyzing, installing, configuring, enhancing, and/or maintaining the components of an enterprise network.
  • Three (3) years of experience with Large Water or Wastewater Supervisory Control and Data Acquisition (SCADA) system
  • An Associate degree in Computer science or a closely related field from an accredited College or University

 

DESIRABLE QUALIFICATIONS

  • A Bachelor of Science (BS) degree from an accredited College or University in the following Fields: Chemical, Electrical or Mechanical Engineering, or Computer Science.
  • Knowledge and experience in the configuration and programming of Schneider Electric’s Modicon PLCs using Concept and UnityPro software.
  • Knowledge and experience in the configuration and programming of GE’s PLCs using VersaPro and Proficy software.
  • Knowledge and experience in the configuration and programming of Schneider Electric’s Magelis Graphical Touch Panel Displays using Vijeo Designer software.
  • Knowledge and experience in the configuration and programming of Schneider Electric’s Wonderware System Platform SCADA systems.
