Job Summary

The Senior Engineer reports to the TMT Telescope Structures Group Leader and is responsible for managing the telescope utilities services (TUS) design and development subcontracts, and supporting the design and development of the telescope structure and its associated mechanical systems.  The telescope structure and associated mechanical systems will be supplied to TMT by the National Astronomical Observatory of Japan (NAOJ) through a design­build contract placed with a Japanese industrial company. The telescope utilities services (TUS) that supply power, communications, coolant and compressed air to telescope­mounted subsystems is designed by a U. S. subcontractor.

The primary work location for the Senior Engineer will initially be at the TMT Project office in Pasadena, CA, and a significant amount of international and domestic travel will be required. The work location will shift to the observatory site after a few years.

Job Duties

The Senior Engineer will work as part of the team responsible for guiding and evaluating the final design, fabrication, trial assembly, transport, erection and testing of the telescope structure, its mechanical subsystems and utilities by the contractors. Job duties will include:

  • Developing work packages, overseeing the technical work and managing work scope, cost and progress by the contractors
  • Developing and ensuring conformance to requirements, specifications and interfaces
  • Working with the TMT international partner organizations in Japan, Canada, China, India, Japan and the United States
  • Facilitating communications and work flow between the Project Office, partner institutions and contractors to develop and ensure conformance to interfaces
  • Developing and executing risk mitigation plans and safety plans

Specifically, the Senior Engineer will be responsible for:

  • Programmatic and technical responsibility of the TUS work
  • Developing work plans, schedules and budgets for the TUS and purchased subsystems and engineering services
  • Ensuring the contractors meet the design, installation and performance requirements for the TUS, telescope structure and its associated mechanical systems
  • Ensuring the contractors meet the deliveries on schedule and within allocated budget
  • Independent verification of contractor designs and analyses as required
  • Presenting status reports and presentations to project management
  • Assisting in organizing and conducting review meetings, including the final design review, pre­fabrication review, pre­ ship review, etc., for the TUS, telescope structure and its subsystems
  • Working with the TMT Compliance Officer to assure that safety and environmental standards and regulations are met
  • Developing CAD models, one-line diagrams, interface drawings and presentations used to communicate with the contractors and project staff
  • Representing TMT through involvement with professional organizations and presentations to international conferences.

The Senior Engineer will also support the systems engineering of the telescope structure and its subsystems, and work with the project Systems Engineering, ES&H and QA groups, the TUS contractor and NAOJ to maintain and update:

  • Configuration control of the TUS and telescope structure design
  • Formal release of project drawings and documentation to support the design and development process
  • Top­down and bottom­up error budgets
  • Quality Assurance Plan
  • Environmental, Health and Safety Plan Integration and verification plans

Requirements

Minimum Requirements

  • A bachelor’s degree in mechanical or electrical engineering is required; an advanced degree in engineering is highly preferred
  • 8 years’ experience in the design, fabrication, installation and alignment of complex machines or dynamic structures in a multidiscipline team environment
  • Experience formulating and managing subcontracts in a cost constrained environment performing design, analyses, fabrication and testing work
  • Experience in performing mechanical design of such systems in a multi­discipline team environment
  • Experience in performing the design, fabrication, installation and commissioning of facility utility systems which include physical plant, process piping, electrical power distribution and communications equipment
  • Experience in developing and managing work plans, schedules and budgets for purchased subsystems and engineering services
  • Experience developing and managing systems requirements and interface control documents
  • CAD experience in creating and updating one-line diagrams and 3D models; familiarity with SolidWorks is preferred

  • Ability to travel internationally to partner, vendor and observatory locations

Additional knowledge/experience that is desirable includes:

  • Knowledge of optical surveying techniques, i.e., photogrammetry, laser tracker measurement, etc.
  • Knowledge of formal systems engineering practices
  • Vibration analysis and vibration mitigation systems
  • Working knowledge of controls systems
  • Knowledge of the design of large structures, piers and foundations
  • Experience performing finite element analysis; experience with ANSYS is preferred
  • Experience working on large projects
  • Experience working on international projects
  • Experience building large antennas or optical or radio telescopes Knowledge of structural design practices for earthquake survival Experience with large astronomical observatories
  • Fluency in Japanese would be an asset
