The Reliability and Compliance Electrical Engineer (RCEE) oversees the processes by which Platte River’s Rawhide Energy Station maintains adherence to the regulations set forth by the North American Electrical Reliability Corporation (NERC), the Western Electricity Coordinating Council (WECC), and Platte River’s own internal policies. In order to improve reliability and ensure compliance, the RCEE works closely with various departments to develop and implement procedures, document results, and provide technical analysis on all work done in support of those goals. The RCEE is a stakeholder for all Rawhide projects to ensure adherence to compliance standards.

Essential Functions:

  • Develops and maintains plant reliability and compliance documentation

  • Ensures Rawhide’s compliance, operational, and technical procedures are current and compliant with NERC & WECC Reliability Standards

  • Perform technical peer reviews of test data submissions for accuracy and completeness

  • RCEE II leads compliance audits and activities as the plant’s Subject Matter Expert

  • RCEE I leads compliance audits and activities as the plant’s stakeholder

  • Review and approve potential capital projects for how they might be impacted by reliability standards

  • Oversees the development and implementation of compliance activities

  • Monitors NERC & WECC forums for changes in regulations, and interprets the applicability to Rawhide systems, and ensures changes to processes are made to remain compliant

  • Influences drafting of new standards by monitoring and participating in national, regional, and internal corporate discussions

  • Works in partnership with plant personnel to develop comprehensive training and guidance material to ensure employees are properly trained to carry out job functions while meeting current mandatory reliability standards

  • Collaborates with other compliance team members about regulatory impacts to Platte River

  • Maintains regular & reliable attendance

Other Functions:

  • Performs other duties as assigned

  • Write test specifications for and provide oversight to contractors or internal staff to execute that work, in order to maintain compliance

  • This position performs duties in a safety sensitive environment which requires passing and complying with continuous random drug testing


Minimum Qualifications:

  • Bachelor’s degree in Electrical Engineering from an accredited four year college

  • Ability to maintain and meet difficult and strict deadlines associated with projects, compliance, regulations and audits

  • Ability to establish work priorities and work independently with minimal supervision

  • Strong computer, analytical, and writing skills

  • Strong interpersonal, communication and collaboration skills with the ability to foster relationships on a regular basis with key stakeholders

  • Current valid driver’s license and ability to remain insurable under Platte River’s vehicle liability policy

  • RCEE II: Formal training on NERC Reliability standards

  • RCEE II must have 3 years of related experience in power plant operations, engineering, and/or maintenance

  • RCEE II: Knowledge of safety principles and policies in an industrial work setting

  • RCEE II: Working knowledge of the NERC/WECC Reliability standards

Desired Qualifications

  • Experience in documenting and/or establishing programs and processes to ensure compliance with NERC Reliability standards

  • Experience utilizing work management or Computerized Maintenance Management Systems (CMMS)

  • Demonstrated effective use of MS Office, SharePoint, and Adobe Acrobat Pro

  • RCEE I: Formal training on NERC Reliability standards

  • RCEE I: Completed electrical engineering internship in an industrial environment

  • RCEE I: Knowledge of safety principles and policies in an industrial work setting

  • RCEE I: Working knowledge of the NERC/WECC Reliability standards

  • RCEE II: Experience with preventative and predictive maintenance programs for protective relaying, station batteries, voltage and current sensing devices, DC control circuitry, and high voltage switchgear

  • RCEE II: Project Management Professional Certification

Physical Requirements & Environment

  • Able to perform the physical, mental, and environmental requirements of the job’s essential functions with or without accommodations

  • This position may at times be required to work nights, weekends, holidays, and extended hours during unit outages, special projects, compliance audits, and special testing

  • Must be available by cell phone and available to respond to plant emergencies at all times
