Description:  This position is for a Project Manager working with team members for planning, managing and executing the National Information Exchange Model (NIEM) support for a Department of Defense (DoD) sponsor. Responsibilities include ensuring on-time project delivery, maintaining budget goals and delivering high-quality service.  Individual will be required to Identify, rationalize, monitor and control interdependencies between tasks, dealing with escalated issues among the tasks that comprise the project. Serve as team lead responsible for reviewing technical requirements, identifying tasks, obtaining, assigning and coordinating resources. Define project governance through developing and maintaining project management plans and schedules.  Provide prompt resolutions to project issues. Provide risk management through risk definition, risk assessment, and risk management using alternative project and execution pathways. Establish and maintain essential customer relationships. Provide high-level subject matter expertise for the program and help define future technology roadmaps. Develop competency in project and financial management and be involved in managing team and formulating business strategy.


Senior Research Scientist

In addition to the years-in-rank requirement, this rank requires one (1) of the following:

  • A Master’s degree and seven (7) years of relevant full-time experience after completion of that degree,
  • A Master’s degree and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree and four (4) years' relevant full-time experience. For candidates holding the Doctoral degree, the last two (2) years of employment prior to employment at Georgia Tech will be considered if adequately documented, and the four-year time in grade requirement be reduced to two (2) years for candidates so qualified.


  • Desired: Program Management Professional (PMP) or equivalent industry/government management certification


  • Required:  US citizen with Secret clearance
  • Desired:  US citizen with Top Secret / SCI clearance


  • Required:   10+ years in project leadership/management
  • Desired:  3+ years managing NIEM demonstration, experimentation and/or implementation within DOD

Required Skills:

  • Proven track record with successful program execution for multiple projects
  • Ability to establish strong, strategic working relationships with the customer and within DOD agencies
  • Experience with providing oversight and executive-level management for all contractor engagements
  • Experience with developing comprehensive project plans, work breakdown structures (WBS) and resource loaded Integrated Master Schedules using Microsoft Project
  • Experience with delivering tailored weekly/monthly views of an ntegrated master schedule to keep stakeholders and program sponsors informed
  • Experience with Command and Control (C2) systems and applications for DOD agencies
  • Demonstrated skills in risk management for large-scale programs
  • Great presentation skills for executive-level audience
  • Fluent with Microsoft Office Tools: Outlook, Work, Excel, Visio, PowerPoint and Project
  • Capability to accurately communicate relevant project technical information to stakeholders

Desired Skills:

  • Understanding of DOD information technology and security architectures
  • Understanding of the National Information Exchange Model and supporting technical architecture
  • Experience as a DOD program manager (government or contractor) responsible for program-wide initiation, contract management, technical leadership, performance monitoring and controls, closeout, and issue resolution
  • Active duty military senior enlisted, officer or DOD senior civilian experience
