This position is in direct support of the FBM D5 Life Extension (LE) Production activities and reports to FBM D5 LE Production Manager as a staff position

This position requires collaboration, coordination, and integration between relevant organizations/ directorates, including suppliers, procurement, quality, engineering, manufacturing, operations related to all D5LE production activities and issues

This position requires coordination with other departments /organizations to resolve D5LE production issues (including leading or supporting problem investigations/ root cause/ corrective actions) in a timely manner for assigned tasks.

This position supports the team to implement the program commitments and goals related to D5LE production including but not limited to tracking and driving to closure open Quality notes (Qnotes), open Vendor Request For Information (VRICs), Field Returns, etc

This position supports the D5LE Production Manager in preparing and maintaining reports, providing status at the appropriate business rhythm meetings

This position supports the D5LE Production Manager in monitoring and reviewing production goals and performance of the entire process and make recommendations for improvements/ capture lessons learned.

This position Interfaces with team of planners, subcontract managers, subcontract administrators, suppliers, engineers, quality, and support personnel through daily interaction

This position requires willingness to work extended hours when the job necessitates the need

*Ability to obtain Secret Clearance required for this role
*This position requires special access to support the program and requires the selected candidate to be a US Citizen

Basic Qualifications
Must have related subcontract and/or program/project management experience on programs

Must be familiar with production processes and disciplines.

Must have demonstrated knowledge and proven success in program/project or subcontract management including proposal activities, budget control, planning, earned value management, and risk and opportunity management

Must have experience successfully presenting to senior management and customer leadership and previous interface with senior military personnel/commanding officers

Must have demonstrated effective problem and conflict resolution skills including experience with root cause, corrective action and continuous improvement methodologies

Bachelor’s degree from an accredited college with at least 5 years of demonstrated professional experience with a Bachelor's or 3 years with a Master's degree in an engineering, business, or technical discipline

Desired skills
Intimate familiarity with the Navy SSP customer responsible for Production/Operations, including knowledge and experience with Navy SSP customer technical processes, business practices, and organization.

Demonstrated experience in dealing with a subcontractor including visibility into all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor to ensure performance and support of the contract milestones.

Demonstrated experience of proposal process (requests for proposals, fact-finding, negotiations, and contract execution). Demonstrated success with subcontract negotiations yielding cost savings

Formally or currently been a certified CAM (Control Account Manager) (or equivalent) with experience successfully managing technical, schedule and cost elements of contracts

Direct knowledge of Navy missile processing and production operations

Demonstrated experience or understanding of the design of electronic assemblies.

Demonstrated experience in producibility, Design for Manufacturing (DFM) with applications in electronics manufacturing

Demonstrated experience and knowledge of SAP or other LM procurement systems

Process Improvement training such as Green Belt or Black Belt certifications

Program or Project Management Professional certified

Must have excellent interpersonal, presentation and communication skills

Must have demonstrated the ability to work multiple tasks, organize priorities, and deal with competing priorities in a fast paced environment

Must have demonstrated the ability to work independently and in a team environment

Must possess exceptional relationship building skills with all levels of employees and all levels of management along with experience influencing others without direct authority
