The Eastern Range Program Controls Analyst is a new role for the Program Office based out of Cape Canaveral, FL reporting to the Program Controller Associate Manager in Sunnyvale, CA. The candidate will be responsible for providing an independent assessment across all areas of the FBM Program while also identifying and implementing internal consulting projects. Specifically, the Eastern Range Program Controls Analyst will be responsible for creating and maintaining a relational database for measuring project execution (cost, schedule, technical, quality, risk) across the diverse program portfolio of approximately 150+ projects. Candidate will also partner closely with project managers and the Program Controls team to develop an objective assessment of project execution health. Candidate will need a strong database background with career aspirations to grow into project management disciplines. Together, the Program Controller team will develop processes and techniques for assessing team and organizational performance, with specific focus on: troubled areas, critical cost & schedule paths, high-risk threats to execution, opportunities for broad-based performance improvement, and cross-team disconnects. Some travel required

Ability to obtain Secret Clearance required for this role

Basic Qualifications
* Bachelors or Masters degree in Engineering, Computer Science, Business or other related disciplines from accredited university or college
* Excellent communication and presentation skills (verbal and written)

This position requires special access to support the program and requires the selected candidate to be a US Citizen

Desired skills
* Project management experience
* Experience in building relational databases and knowledge of SQL and some experience in VBA
* Ability to dive into details while maintaining a big picture vision
* Demonstrated ability to work with all levels of employees
* Knowledge of fundamental program/project management principles, such as earned value management, critical path analysis, root cause analysis, etc
* Training in continuous improvement initiatives, such as value stream mapping, Green Belt certification, lean process improvements, etc
* Familiarity with the Navy SSP customer, including knowledge and experience with Navy SSP customer technical processes
* Demonstrated ability to identify and resolve problems
* Ability to collaborate with program management, customer and virtual teams
* Demonstrated effective problem resolution skills including experience with root cause, corrective action or continuous improvement methodologies
