Job Details

The projects sponsor is responsible for providing analysis and recommendations to the National Security Council Staff on the allocation of resources by the Departments and Agencies to support the strategic operational plans for combating terrorism. To execute this responsibility, the sponsor works closely with the Office of Management and Budget to review budget submissions and supporting documents to determine areas that are under- or over-resourced, identify programs and projects that are effective in achieving US strategic objectives, and provide recommendations to close gaps and reduce risk. Additionally, the sponsor is responsible for tracking and assessing IC CT mission performance, and providing recommendations to the sponsor on allocating resources. 


Review and understand budget exhibits; leverage existing IT systems to collect, monitor and analyze current budget allocations; and provide clear, concise, and unbiased recommendations in support of sponsor and inter-agency deliberations. The candidate will assist the sponsors efforts to improve their ability to track and assess IC CT mission performance, and providing inputs for planning consideration, specifically:


Develop reports that  will document analysis of resources directed toward the CT mission to identify gaps and shortfalls with respect to CT mission needs and recommendations regarding investments within Department/Agency budget builds to address critical gaps/shortfalls.

In support of proposed modifications to existing statute or policy or new proposed legislation or policies, perform analysis to identify opportunities or risks for the sponsor from a budgetary perspective and propose modifications or other options to mitigate concerns and enhance sponsor equities.

Perform engineering trade analysis, conduct risk assessments, and develop recommendations to support the attainment of the IC CT strategic objectives.

Conduct analysis and make recommendations regarding development and application of measures of performance to assess the IC's efforts and provide an unbiased review of the IC's capabilities and progress toward achieving strategic CT objectives.

Provide technical advice and analysis regarding IC CT initiatives identified during the IC performance assessment process.

Assist with the analysis of IC resources directed to the CT mission; identify community strengths, weaknesses, and redundancies; and develop program guidance to optimize IC CT capabilities and performance.

Perform analysis regarding efforts to integrate the IC's performance assessment process and results with assessments of the overall USG performance against strategic objectives of the National Counterterrorism Strategy (NCTS).  The candidates analysis will inform the sponsors assessments of IC performance, specifically identifying IC progress against CT mission execution and capability development gaps.

Develop recommendations for closing potential shortfalls in the current IC CT funding profile, reducing the overlap between competing sectors using trade analysis and risk management principles, and identifying areas that require investment of resources to ensure the IC can fulfill its CT mission.  


This work requires a TS/SCI clearance with a current CI polygraph. To be eligible for consideration for this position you must have a current Government Polygraph clearance.


Minimum Qualifications: Bachelors Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 10 years of related experience including 2 years of leadership experience.
