The Program Manager/Project Leader position within MITRE's Center for Transforming Health(CTH) is accountable for the successful development and executive of a work program under the CMS FFRDC. The Program Manager ensures the program supports the sponsor's objectives and achieves the agree-upon outcomes. By applying a thorough understanding of the CMS/FFRDC work program needs, the Program Manager works with client leadership, and program management teams to deliver these customer outcomes and is aligned to the needs of the FFRDC sponsor.


Key Functions:

Works with the program management teams, technical center liaisons and the appropriate client leadership to form FFRDC strategies for achieving outcomes across the health mission space
Customer engagement-Proactively engages with FFRDC customers on the realization of their outcomes, as they align to existing FFRDC tasking. Accountable for developing and executing, through their program leadership team, a successful work program that supports the Sponsor's objectives and achieves agreed upon outcomes
Analysis-Applies a thorough understanding of the Health FFRDC work program needs; Defines and executes the overall Program Management approach; Able to evaluate and shift program priorities to maintain appropriate alignment to sponsor objectives. formulates risk management plans and pro-actively manages/mitigates program risks
Work management-Ensures the FFRDC program and project level work is aligned to the needs of the sponsors. Defines the work so that it achieves agency level outcomes and appropriately applies the FFRDC to those outcomes.Directs or oversees MITRE work done in support of agency outcomes
Outcome/Performance-Management Accountable for contributing to the customer value analysis, work program value analysis and program strategy development, updating these products regularly to ensure that they are current and accurate


 












 


Required Qualifications:



Proven track record of project accomplishments
Personal expertise, leadership and customer engagement capabilities in enterprise-level strategy and planning for other federal agencies.
A thorough understanding of MITRE and FFRDCs
Courageously presents solutions and recommendations that may be difficult for the customer to accept
Provides objective solutions and recommendations to customer challenges.
Assumes responsibility and accountability for customer outcomes


 


Technical Thought and Leadership:
Understands political, economic, operational and technical environment of the federal agencies in the health space
Stays current and applies knowledge of industry and domain trends.
Serves as champion for potential transformational changes
Identifies technical shifts and shapes the work program accordingly
Influences customer and stakeholder thinking



Value Delivery:
Defines goals and supporting outcomes aligned with customer priorities.
Shapes work program in order to drive outcome success
Focuses on FFRDC appropriate work and effectively transitions out of inappropriate work
Builds deep understanding and strong advocacy regarding the value MITRE brings to customers
Ensures products and recommendations are of high quality and value through appropriate review
Establishes trusted partnerships with other program and cross-cutting mission leaders to contribute value across MITRE

Defines program strategy and effectively executes against strategy in line with CMS and MITRE goals
Ensures strategic priorities are understood throughout the program.
Ensures most appropriate MITRE talent and capabilities are brought to bear
Controls costs within the program

Preferred Education/Experience:
Graduate degree(Masters or PhD) from competitive academic program in a relevant field(e.g. healthcare delivery science, life sciences, health administration, information technology,etc) and 8-10 years of related experience
