The Sr. Power System Protection Engineer is responsible for ensuring that the electrical system is properly protected according to Tampa Electric’s policies and good engineering practice.  This position provides consulting services to other departments relating to system protection. This position in a more senior capacity also is responsible for system disturbance analysis and relay mis-operation analysis. Also responsible for ensuring adherence to FRCC/NERC standards regarding system protection.


  • Calculation or approval of all protective relay settings from the generation substations to the distribution busses. Perform equipment programming for substation automation projects and HMI implementations. Develop and implement the annual underfrequency load shedding program. Calculate impedances for transmission lines and other system components. Assist in specifying positive and zero sequence impedances for new power transformers. Calculate interrupting duty on all circuit breakers and insure interrupting ratings are not exceeded

  • Analyze the performance of Tampa Electric Company's (high voltage) electrical facilities, including malfunctions or failure of equipment and make recommendations for remedial procedures. Design and maintain the digital fault recorder network as well as the automatic polling system for digital relays installed in transmission and distribution substations. Assist in selecting protective relay schemes to be used on the Tampa Electric system. Review proposed construction projects and insure they may be protected properly. Help evaluate new protection products to determine if they are appropriate for the TECO system. Perform fault studies for use by ED Engineering and Construction and other company departments.

  • Assisting Supervisor of Substation Relay and Control with troubleshooting of relay and control problems. Take part as on-call engineer (technical support) for troubleshooting system disturbances and relay/control problems as required. Provide technical support to the Relay Specialists in the area of relay testing and troubleshooting. Work in cooperation with the System Restoration Unit in the event of major storm damage. Maintain at all time awareness of safety in all aspects of substation engineering, construction and operations.

  • Provide technical support in analysis and understanding of distribution system protection and coordination as required by district and area engineering, customers and others. Provide protection related data for other divisions of the company, outside agencies, and Customers as required.

  • Department lead for NERC compliance issues. Ensure department compliance to NERC standards and readiness for NERC audits. Evaluate and comment on proposed new standards and changes to existing standards.  Coordinate annually the FRCC underfrequency load shedding program.  Prepare TECO’s submittal for FRCC’s annual short-circuit database.  Provide support and over site of Enoserv PowerBase relay test report database.



Consideration for higher level position will require more experience directly related to the duties of the job in addition to meeting more of the preferred qualificationsand requires more independent judgment, accountability and oversight, leadership and/or subject matter expertise in performance of this position.



  • Bachelor’s Degree in Electrical Engineering from an EAC/ABET accredited engineering college.


  • Bachelor’s Degree in Power System Engineering from an EAC/ABET accredited engineering college.



  • Registered Professional Engineer, strongly preferred in the State of Florida.

  • Certification in power system protection and control.



  • Minimum of 8 years of related engineering work experience is required. Related experience consists of:  Power system engineering in the electric utility industry including modeling and analyzing the power system.


  • Experience in power system protection with three or more years of direct work experience performing the Duties & Responsibilities of this position strongly preferred. Experience directly supervising engineers in System Security.

Knowledge/Skills/Abilities (KSA)


  • A thorough technical understanding of power systems. Ability to perform short circuit studies and create/update short circuit models. A thorough understanding of all aspects of power system protection and the ability to design protection schemes for generation, transmission and distribution. Ability to calculate relay settings for relays at the generation, transmission and distribution level. Ability to troubleshoot substation R&C problems and recommend solutions to problems and issues. Must be able to represent TECO in technical meetings with consulting engineers, customer personnel and contractors.


  • Understanding of NERC compliance standards related to system protection.

Normal M-F work week. On a rotating basis will be on call 24/7 for a week at a time. Typically 8 to 10 weeks per year. Job is 80-90 percent in the office with occasional visits to substations and power plants.


Ability to go inside substations to gather data, work with crews, etc...  This requires walking on uneven surfaces (granite rock, limestone roadways and grass areas). Power plant work requires ability to climb stairs and occasionally ladders.
