The Civilian Health Portfolio Manager (PM) is directly accountable to the MITRE Electronic Health Records (EHR) Portfolio Director for establishing and maintaining trusted relationships with senior sponsors involved in delivery of EHR solutions in various federal health organizations, such as the Department of Health and Human Services/Office of the National Coordinator, Department of Homeland Security/Coast Guard, Department of the Interior/Indian Health Service, Centers for Medicare and Medicaid. This role directly supports MITREs cross-government mission to deliver improved quality sharing of electronic medical records to enable efficient and effective clinical care.

The PM will be responsible for developing a thorough understanding of the sponsors organization, environment, mission, and capabilities. Based on this understanding the PM will develop a business strategy that aligns with sponsor priorities, and contribute to an integrated portfolio sponsor engagement strategy with the leadership team.  PMs will collaborate management to shape the current work program to maximize impact and value.

Key Functions:

Sponsor engagement and managing sponsor relationships 

Assist the government sponsors to better integrate and leverage other agency initiatives

Lead MITRE EHR strategic outcomes

Develop and execute a portfolio business strategy identifying, cultivating and capitalizing on strategic opportunities, to include partnering with other portfolios

Collaborate with other Portfolios, Program Divisions and Tech Centers to identify and capitalize on opportunities to increase our collective value and impact for our sponsors

Aggressively look for new and innovative solutions to meet the sponsors most critical needs taking full advantage of the MITRE Innovation Program.

 Primary focus on national healthcare and improvements in service delivery.



Minimum Qualifications:
Bachelors Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 10 years of related experience including 5 years of leadership experience. The candidate will demonstrate an ability to foster relationship development. The candidate demonstrates ability to and guides others towardthe proper balance of a) product depth with timeliness and b) technical improvements with programmatic constraints, even when hard compromises are required. The candidate is recognized by senior management and external sponsors as a thought leader.


Expertise in thinking strategically and helping sponsors and their stakeholders frame and execute strategies successfully.

Demonstrated ability to communicate effectively to shape and deliver results of analyses to a variety of audiences at multiple levels - in writing and in public speaking.

Demonstrated ability to develop and maintain trusted sponsor and partner relationships.

Strong collaboration and team building skills with demonstrated success in a shared leadership model.

Strong understanding of the Political, Operational, Economic and Technical (POET) environment surrounding national electronic healthcare issues.

Strong familiarity with engineering and analytic methods and the complexities, issues and challenges associated with technology adoption.

Demonstrated experience in providing value to sponsors, their stakeholders, and our employees, as evidenced by results.

Demonstrated ability to lead others through influence.

Demonstrated willingness to lean forward and take risks in order to create, cultivate and seize opportunities with both internal and external partners.

Relevant EHR domain and technical expertise, to include healthcare technologies, programs, networks, policy, strategy, systems planning, engineering analysis, systems engineering, and future innovative technologies.
