Description: Manager, GTRI San Antonio Operations (San Antonio, TX) - ICSD

The Information & Cyber Sciences Directorate at Georgia Tech Research Institute (GTRI) is seeking an experienced leader to create and manage strategic programs and new business development opportunities with the Department of Defense and other Federal agencies within the San Antonio area, but not exclusively.

This individual will perform outreach, business development and marketing activities in support of overall team objectives to grow new business and obtain awarded work in San Antonio and other locations as required and assists the GTRI Deputy Director and ICSD Strategic Program Development Director in formulating penetration strategy for DoD Cyber, C4ISR, and EW units and other strategic areas of interest.  As required, this individual will serve as project director and/or program manager on key strategic research programs, especially those supporting the U.S. Air Force.

Duties include but are not limited to the following:  Identifying potential new customers and new sources of funding; participating in conferences and industry days; assisting in GTRI-led or attended conference planning and execution; assisting in GT professional education contract short-course coordination; assisting in all aspects of proposal development/contract capture; and leading planning and execution of customer/DV visits/office calls.

Initially, this position will be conducted from a home office setting and involve telecommuting from home to customer locations as required.  It is expected that, considering financial performance, a field office will be opened that would support multiple employees with conference room(s) and secure spaces.  In accordance with the GTRI long-term strategy, the manager will be required to identify spaces and work with the local real estate community and GTRI management to secure suitable office accommodations.  As additional employees are acquired, the manager will be responsible for all office operations (supported by GTRI in Atlanta) and potentially, direct reports. However, some employees may report directly to lab management depending on the needs of specific project.

This is a senior level position requiring a minimum of 15 years of experience with the Department of Defense and the defense industry.  Candidate must show significant experience in operations and program management.  Candidate must have significant experience in capture management and marketing.  This position will be a direct interface to the customer/sponsor and as such requires a personable individual with integrity and the ability to initiate action and make good judgements without specific direction.

This position is located in San Antonio, TX and reports to the Director, Strategic Program Development, Information & Cyber Sciences Directorate, Georgia Tech Research Institute.

Senior Research Associate/Engineer/Scientist

  • A Master’s degree in Computer Science, Information Security, Electrical Engineering, Mathematics, or similar and seven (7) years of relevant full-time experience after completion of that degree,
  • A Master’s degree in Computer Science, Information Security, Electrical Engineering, Mathematics, or similar and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree in Computer Science, Information Security, Electrical Engineering, Mathematics, or similar and four (4) years' relevant full-time experience.

General Requirements:

  • 15-years DoD experience leading personnel in Cyber Security; Information and Communication Technologies; Information Assurance; Risk Management Framework (DoD); Command & Control (C2); Electronic Warfare (EW); Intelligence; and/or Offensive and Defensive Cyber Operations areas (highly desired)
  • Proven leader of diverse teams performing classified work to accomplish DoD and IC technical and operational objectives on schedule and within budgetary allocations
  • Strong writing, research, analytical and presentation skills
  • Subject Matter Expertise in Cyber Security; Information and Communication Technologies; Information Assurance; Risk Management Framework (DoD); Command & Control (C2); Electronic Warfare (EW); Intelligence; Offensive and Defensive Cyber Operations
  • Excellent communicator whose sound decision-making, initiative and operational ability results in mission success, reduced costs, efficient management and overall programmatic success
  • Understands DoD acquisition process with Contract oversight experience 
  • Travel up to 33% of time

  • US citizen and hold a current Top Secret DoD security clearance

  • Current TS/SCI with CI Polygraph

CIPHER Lab researchers collaborate extensively with Georgia Tech faculty and students on projects across the range of core competencies and CIPHER Lab employs and trains numerous Georgia Tech students. CIPHER Lab is a critical part of many Georgia Tech campus interdisciplinary centers, most notably the Institute for Information Security & Privacy (IISP) and the Center for Research into Novel Computing Hierarchies (CRNCH). CIPHER Lab faculty teach classes in multiple departments at the undergraduate and graduate levels.
