MITRE's Center for Veterans Enterprise Transformation (CVET) is dedicated to assisting the Department of Veterans Affairs (VA) in the strategic application of Information Technology to improve Veterans wellbeing. CVET advises VA through all phases of Information Technology (IT) modernization and transformation to include the transition to Cross Agency Shared Services and Outsourced/Managed Services.

The Center for Veterans Enterprise Transformation is seeking a Managed Services/Shared Services/Outsourcing Engineer to help execute support for VA's major  IT modernization initiatives.This position provides an exciting opportunity to leverage prior Industry and Government IT experience to make a substantive impact on the VAs ability to deliver support services across the VA Health, Benefits, and National Cemetery Administrations. The business services include Finance, Human Resources, Benefits Processing, Healthcare, and overall IT operations. 

Key Functions:

Leading the elicitation and documentation of IT modernization requirements from across the VA Health, Benefits, and National Cemetery Administrations business lines
Translating business requirements into actionable plans for modernizing IT services that drive the implementation of Shared and Managed Services, and IT outsourcing
Developing Service Level Agreements (SLAs) for Shared/Managed/Outsourced services based on business requirements
Developing the acquisition strategies for services
Developing the strategy and implementation plans for IT modernization and Shared/Managed/Outsourced services
Developing metrics to measure the effectiveness of Shared/Managed/Outsourced services
Engaging relevant stakeholders across the Business organizations as well as the IT and Acquisition entities, and helping them mutually understand business needs and IT/acquisition options and constraints
Coordinating technical teams, technical SMEs, business sponsors, and VA IT leadership in developing the related plans, issues, challenges and leading the team to consensus and action
Working with VA Portfolio, Program, and Project managers to ensure solution alignment across projects and in line with VA policies, and defined or emerging IT roadmaps
Authoring and contributing to development of technical documentation, such as research papers, white papers, environmental scans and presentations/briefings related to Shared/Managed/Outsourced services
Deconflict data and develop common metadata to enable effective data management in VA IT systems
Responding to sponsor requests for reports and analyses based on ongoing project plans, architectures, and development and testing activities
Developing trusted strategic partnerships with key customers and stakeholders
Research to identify, leverage and/or integrate ongoing Government efforts in the area of Shared/Managed/Outsourced services










 


Required Qualifications:



BS related to Information Technology or Business Administration
Relevant experience in Industry or Government with IT Outsourcing, Managed Services, or Shared Services
Strong organizational and analytical skills
Self-starter with demonstrated ability to work independently & take initiative
Able to apply a pragmatic, practical, and analytical approach to problem solving
Ability to identity a problem, work through the causes, develop a solution or process to address and manage it to resolution
Exceptional written and verbal communications skills; ability to communicate intent, approach, solution, impact and risks to both technical and non-technical staff
Ability to work collaboratively in a close team environment; ability to lead teams as either a Project or Program Leader or Deputy, or less formal leadership assignments
Able to work successfully in a complex, fast-paced, and ambiguous environment
Demonstrated experience interacting successfully with customers and building customer trust and relationships

Preferred Qualifications:
Direct experience, in Industry or Government, with the planning and/or execution of transition to Outsourced, Managed, or Shared services
Proven track record working with challenging sponsor personalities and maturing the relationships into effective working relationships
Excellent interpersonal skills, including ability to interact effectively with a broad range of stakeholders (internal and external to MITRE) including senior VA OI&T and health care executives
Experience in organizational change management
