Accountable for overall engineering technical, cost and schedule performance for a program area that includes multiple programs. Provides primary Tech Ops interface with Program Management (PM) Office/Customer for all programmatic items on a specific program. Responsible for identification and closure of issues. Meets/Exceeds all technical commitments made to the programs. Tracks Estimated time to Complete/Earned Value Management (ETC/EVM) Metrics to monitor program performance and identify technical or Tech Ops staffing risks, while managing cost/schedule. Ensures requirements baselines are tracked, maintained, and verified. Ensures establishment and tracking of key Technical Performance Measures (TPM). Provides timely and accurate projections of engineering resource requirements. Works with Area PM to ensure GRID is up to date. Works closely with program LSEs and first and second line functional leaders to identify and ensure appropriate staffing, Coordinates with the PM office, LSEs and first line managers on proposed engineering staffing changes prior to changes. Works with Area PM to ensure organizational standard processes are adapted, approved and followed. Leverages proven processes, lessons learned, and best practices from other parts of business or industry. In concert with the Division Chief Engineer, Market Segment and/or LOB Chief Engineer ensures program plans and technical baselines are consistent with Program Control processes and Modern Engineering Practices. This position is also responsible for the Chief Architect (CA) roles and responsibilities depending on size/complexity/phase of program or project effort

Basic Qualifications
Successful candidate will have a minimum of 10 years experience in the architecture, design, and implementation in the USAF ground C2 domain area. Broad technical leadership background including lead systems engineer experience, systems architecture, software architecture, data analysis, functional analysis, and engineering project management. Must be familiar with integrating both mobile and fixed facility solutions
