The Center for Veterans Enterprise Transformation is seeking a Cybersecurity technology specialist with practical, implementation and security testing experience, to help identify, develop and implement effective information security programs and practices.

Key Functions include:
Leading the elicitation and documentation of security requirements including security processes and requisite security testing.
Translating requirements into actionable plans for modernizing and centralizing the VAs security testing and execution capabilities.
Identifying and integrating security testing tools into a centralized environment. The security testing tools include support for, but are not limited, to penetration, vulnerability, Web Application Security Assessment (WASA), static code analysis and security control assessments.
Creating test environments, including cloud based environments, by identifying the necessary security tools, processes and procedures to support, manage and monitor system categorization, security control selection and implementation and security control assessments. The environments, processes and procedures will also support implementation of risk assessments, risk analyses and implementation of the VA risk management framework.
Creating test environments to assist the agency to improve its processes for obtaining Authorization to Operate (ATOs), and for preparing for and responding to FISMA audits
Engaging relevant stakeholders across the Security, IT, Technical, Business and Acquisition entities to optimize mission success
Participating in and coordinating technical teams, technical SMEs, business sponsors, and VA IT leadership in developing the related plans, issues, challenges and leading the team to consensus and action
Working with VA Portfolio, Program, and Project managers to ensure solution alignment across projects and in line with VA policies, and defined or emerging cybersecurity and IT roadmaps
Authoring and contributing to development of technical documentation, such as research papers, white papers, environmental scans and presentations/briefings
Responding to sponsor requests for reports and analyses based on ongoing project plans, architectures, and development and testing activities
Developing trusted strategic partnerships with key customers and stakeholders

*Required Qualifications
BS or higher related to Information Technology and Cybersecurity
8+ years relevant experience in Industry or Government with Cybersecurity processes and testing
Strong background in implementing pre-production and production environments including addressing security requirements
Experience with protection/isolation mechanisms for pre-production environments geared toward security capability testing
Strong hands-on implementation experience
Strong background in presentations to executives and senior management
Knowledge of government security policies and processes including but not limited to NIST, FISMA and FedRAMP
Strong organizational and analytical skills
Self-starter with demonstrated ability to work independently & take initiative
Able to apply a pragmatic, practical, and analytical approach to problem solving
Ability to identity a problem, work through the causes, develop a solution or process to address and manage it to resolution
Exceptional written and verbal communications skills; ability to communicate intent, approach, solution, and risks to both technical and non-technical staff
Ability to work collaboratively in a close team environment; ability to lead teams as either a Project or Program Leader or Deputy, or less formal leadership assignments
Able to work successfully in a complex, fast-paced, and ambiguous environment
Demonstrated experience interacting successfully with customers and building customer trust and relationships
Ability to obtain necessary security clearances as needed

Direct experience, in Industry or Government, with the development, planning and/or execution of cybersecurity processes
Direct experience, in Industry or Government, with the development, planning and/or execution of cybersecurity testing
Direct experience, in Industry or Government, with the development, planning and/or execution of IT testing
Proven track record working with challenging sponsor personalities and maturing the relationships into effective working relationships
Ability to develop necessary acquisition strategies for mission success
Excellent interpersonal skills, including ability to interact effectively with a broad range of stakeholders (internal and external to MITRE) including senior VA OI&T and health care executives
