Description: The Trusted Interoperable Systems & Architectures Division of Georgia Tech Research Institute's Information and Communications Lab (ICL) is looking for individuals with 15+ years of experience having specific expertise in both Health Information Technology Enterprise Architecture and project management. The initial scope of work will be to assist in defining, planning, designing, staffing, implementing, and leading large-scale, standards-based, multi-vendor Health IT related integration projects.  Projects typically require integrating and securely sharing of information between disparate information systems often across organizational and business process boundaries focusing on development and application of standard interfaces and tools.  Typically, each system/enterprise has a unique architecture and legacy infrastructure which must be carefully analyzed, modernized, and integrated. GTRI serves as the principal architect and integrator and provides technical guidance to numerous agencies and contractors.

Specific skills include:

  • Leading and developing large teams across multiple organizations and stakeholders
  • Project management frameworks, processes, and tools, e.g PMBoK
  • Experience with large scale multi-vendor system integration and vendor management
  • Experience working with CMS, processes, reporting, requirements
  • Medicaid enterprise transformation MMIS, MITA, MECL, etc.
  • CMS MMIS required framework and modules TPL, EDI, SUR, etc.
  • Medicaid enterprise governance models
  • Health IT standards and best practices
  • Business Architecture, Process Analysis, and Re-engineering, 
  • Understanding of MMIS and Health IT related Policy and Regulatory Requirements
  • Security, Privacy, and Risk frameworks NIST, HIPPA, DFARS, 800-171, NIST RMF
  • Health IT and MMIS vendor tools, marketplace, interfaces
  • Enterprise data standardization, governance, strategy
  • Business Intelligence and Analytics
  • Life Cycle Management best practices
  • Quality Assurance best practices, IS9000, CMMI, etc.
  • Modern Software Development Practices, agile, scrum, continuous, integration/testing, SOA
  • Cloud Infrastructure and Deployment
  • Customer Relationship Management

Senior Research Engineer/Scientist/Technologist

  • A Master’s degree in Management of Health IT Technology and seven (7) years of relevant full-time experience after completion of that degree,
  • A Master’s degree in Management of Health IT Technology and nine (9) years of relevant full-time experience after completion of a Bachelor’s degree, or
  • A Doctoral degree in Management of Health IT Technology and four (4) years' relevant full-time experience. 

In addition to the above Master's or Doctoral degree, candidate should possess Bachelor's degree in Computer Science, Computer Engineering, Information Technology or similar technical area of study. 


  • Ability to thrive while working in a cutting-edge research and development environment. 
  • Demonstrated strong written, verbal, and presentation skills are necessary.
  • The ability to effectively lead by example in a team environment and build effective relationships internally and externally across organizational boundaries is essential. 
  • Being capable of integrating into an existing team and assisting in the identification of additional team members and resources as necessary for effective project implementation and outcomes.
  • Candidate must be a US citizen eligible for a security clearance. A security clearance may be required but is not required at time of application.
