Perform as a First Line Manager of the Component & Design Services organization in Owego, NY reporting to the Hardware Design Integrity COE. The manager will provide technical, programmatic, and administrative leadership to a team of 14 hardware engineers and designers of varying experience levels providing component engineering, electrical design/drafting, mechanical design/drafting and tool support. The manager will direct this team to provide component engineering expertise in parts standardization, sourcing, selection, commonality and obsolescence management including counterfeit part avoidance and Pb-free part identification, and evaluation of supplier change notification and qualification; provide electrical and mechanical designer/drafting expertise and services to IPC and ASME specs including: design documentation and drawing expertise in PWB schematic capture and routing, hardware mechanical design and layout, interconnection, and structure design; provide leadership to hardware peer review and process discipline; provide support to the RMS mechanical and electrical engineering communities in part selection, hardware producibility and engineering tool effectiveness; prevent design escapes leading to added cost/rework in the physical hardware and related tasks.
The manager will allocate manpower within the group to best achieve timely and well-considered outputs. The manager must champion effective project planning and communication within the group and with multiple organizations including Engineering, Program Offices, Operations, and Sourcing. The manager must lead initiatives to drive improved efficiency, development and implementation of common tools and processes across RMS, and champion engineering affordability
Manager will be a mentor to the group in all aspects relating to maintaining discipline to procedures, incorporation of new beneficial tools and methodologies, and encouraging self-motivation, innovation, and empowerment. Manager shall provide critical and candid review and performance evaluation of subordinates including formal evaluations and informal counseling for both strengths and development needs. Manager shall provide those administrative functions required in the support of this group and the COE Sr. Manager. These include time charging review and approval, manpower planning, recruiting, awards, preparing job specifications and resumes, promotions, dissemination and sharing of information through regular staff meetings, and in general maintaining a rewarding and productive work environment for this team

Basic Qualifications
This position requires demonstrated competence in leading cross-disciplinary engineering teams and must have strong understanding of hardware engineering processes and the hardware engineering product life cycle. The candidate must have excellent organizational and interpersonal skills, and be able to communicate at both programmatic and technical levels with subordinates, senior management, program office and with customers. The candidate must have demonstrated ability to lead change and implement process improvements that drive efficiency and affordability

The candidate must have demonstrated proficiencies in earned value, schedule, cost and risk management techniques. An appropriate undergraduate degree or equivalent experience/combined education is required for this position. Ability to obtain secret clearance is required

Desired skills
Prior management experience and/or experience leading a large functional project or change initiative are desired

Experience in printed wiring board electrical and/or physical design are desired
