MITRE AF Space Portfolio (Z430) is looking for a Portfolio Manager to work as a trusted advisor and key team member with the Space and Missile Systems Center Global Positioning Systems Directorate (SMC/GP).  The GP Directorate is accountable to the Program Executive Office, Space for developing and producing Global Positioning System (GPS) satellites, ground systems and military user equipment.  The Global Positioning Systems Directorate is a joint-service, multinational, civil/military systems directorate with more than 700 DoD/contractor personnel responsible for development, launch and sustainment of the Global Positioning System, the world's premier navigation and timing standard. The directorate is responsible for the development and procurement of over 250,000 receiver systems and the United States' nuclear detonation detection system. Annual funding is $1billion and total program value is $32 billion.  The Portfolio Manager will engage the Directorate and AFPEO/SP with the goal of operating as an enterprise and preparing for tomorrows fight.

This critical position will be responsible for developing a thorough understanding of the sponsors organization, environment, mission, and challenges. Based on this understanding, the PM will work closely with MITRE project leaders, resource managers, partner FFRDCs, program and tech center personnel and AF Space Portfolio leadership to shape a work program that integrates MITRE contributions into solutions for the GPS enterprise.   


Key Functions: 

  • Understand sponsor needs and priorities

  • Engage sponsor and manage sponsor relationships 

  • Assist the GP Director and team to better integrate/leverage other Space and Cyber initiatives 

  • Lead GP strategic outcomes 

  • Develop and execute a portfolio business plan identifying, cultivating and capitalizing on strategic opportunities, to include partnering with other portfolios 

  • Collaborate with other Portfolios, Program Divisions, Tech Centers and FFRDCs to identify and capitalize on opportunities to increase our collective value and impact for our sponsors 

  • Look aggressively for new and innovative solutions to meet the sponsors most critical needs, taking full advantage of the MITRE Innovation Program. 

  • Act as a trusted advisor to senior leadership on major initiatives, policies, challenges, and priorities.  This includes developing and managing relationships with GPS stakeholders outside of SMC/GP

  • Provide the leadership necessary to define, develop, coordinate, and oversee the execution of a successful and high technical quality cross-GPS Enterprise MITRE work program to increase the GPS capability for the warfighter and civil community

Minimum Qualifications:

  • Bachelors Degree in one of the following disciplines, Electrical, Computer or Systems Engineering and 10 years of related experience including 2 years of leadership experience. The candidate will demonstrate an ability to foster relationship development. The candidate demonstrates ability to and guides others towardthe proper balance of a) product depth with timeliness and b) technical improvements within programmatic constraints, even when hard compromises are required. The candidate is recognized by senior management as a thought leader.

  • Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements.
Required Qualifications:

  • Must be a self-starter with a demonstrated ability to lead customer engagements and possess excellent oral and written communication skills. 

  • Must have recent (less than 3 years old) experience in relevant technology areas and should be versed in space acquisition, civil, commercial and military use of GPS, and space policy. 

  • TS/SCI level security clearance
Preferred Qualifications:


The candidate will be expected to engage effectively in a multi-stakeholder (AF, joint, civil) environment and to advise and advocate effectively in support of sponsor outcomes.  The ideal candidate should have technical expertise related to satellite command and control, radio navigation, and implementation of digital communications solutions in software.     

  • Expertise in thinking strategically and helping sponsors and their stakeholders frame and execute strategies successfully. 

  • Demonstrated ability to communicate effectively to shape and deliver results of analyses to a variety of audiences at multiple levels - in writing and in public speaking.

  • Demonstrated ability to develop and maintain trusted sponsor relationships. 

  • Strong collaboration skills with demonstrated success in a shared leadership model 

  • Strong understanding of the Political, Operational, Economic and Technical (POET) environment of SMC.

  • Strong familiarity with engineering and analytic methods and the complexities, issues and challenges associated with technology adoption. 

  • Demonstrated experience in providing value to sponsors, their stakeholders, and our employees, as evidenced by feedback and recognition.
