MITREs Enterprise
Information Technology (R100) organization is seeking a Department Head (DH)
responsible for systems engineering in support of MITREs business needs. The
selected candidate will be a member of the Division Leadership team (along with
peer Department Heads, Associate Department Heads and Program Leaders)
supporting aspects of leading and managing our dynamic and growing service
delivery work program. R100 provides systems engineering, infrastructure, and
application services to support and enable MITREs information technology
business needs.


The DH will be responsible for department tactical &
strategic operations to ensure cross-organizational systems support by
advocating well thought-out change with the goal of ensuring successful project
outcomes.  This person will aid in
establishing and implementing division initiatives, to include defining,
coordinating and executing initiatives, training and developing our technical
leadership, managing the program pipeline, and ensuring technical quality
across the work program.  


Key Functions:

The Department Head (DH) for Systems Engineering must possess
solid technical, management, and financial, and interpersonal skills. The
successful candidate will lead by example and help build a world class team.
The DH must ensure quality of deliverables, and work with the division
management to identify strategies for new initiatives and develop strategic


The DH must have demonstrated technical depth and hands on
expertise in several functional work areas, such as communications, program and
project management, systems engineering, process engineering, and systems


The selected candidate will work in partnership with the
Leadership team to execute a range of department and program leadership
activities, to include:


  • Establish and maintain
    department vision and strategy to support execution of MITRE's work program in
    cooperation with division leadership and chief engineers.  Work to document and coordinate strategic
    roadmaps across department, division, and peer service owners.

  • Develop and provide
    oversight of the department work program, conduction program execution reviews
    of all projects aligned to the department, establish new work across any/all
    MITRE services

  • Acquire, Develop,
    Foster and enable the department workforce. 
    Develop and maintain a strategic workforce plan to acquire, develop and
    shape the required skills, capabilities and diversity of the workforce to
    enable fulfillment of division workforce shaping strategy.  Conduct continuous hiring of new staff
    focusing on lower level staff and diversity

  • Ensure quality of
    project work - implement, delegate, and/or oversee peer review, Quality
    Management, Strengthening the Core processes, and engagement in Center and corporate
    technology initiatives

  • Manage internal and
    external relationships.  Fosters healthy
    relationships among staff, Resolve interpersonal and technical disputes and
    guidance between engineering, operations, development, and customers

Clearance: Secret


Masters Degree or equivalent experience in
information systems analysis & design, computer engineering, computer
science, software system engineering or related information technology field
with minimum 10 years of experience in relevant engineering field.
  • Excellent writing and communication skills
  • Demonstrated HR leadership in a highly
    technical team
  • Technical depth in a technology or domain
    applicable to the divisions work program
  • Prior experience in an organization assessing
    workforce, tools, and business processes
  • Must excel in all areas of strategy
    development, including project management, business analysis, problem solving,
    executive communication, consensus building, and people development.
  • Strong people development and influencing
  • Demonstrated ability to build and drive
    extended and virtual teams
  • Strong analytical, acquisition, and financial
    skills to work on complex business issues with minimum supervision
