The Engineer – System Operations helps to ensure the safe and reliable operation of the transmission system to maintain continuity of transmission service to the sixteen Member-Owner distribution cooperatives.  The Engineer- System Operations supports this business objective by running power flow studies to identify potential reliability issues under transmission and generation outage conditions.  The Engineer – System Operations also helps meet this business objective by developing and maintaining computer models, databases, and EMS applications that are used by the system operator to maintain situational awareness of real-time system conditions.

 
 
Key Responsibilities
 
 
   
 
  • Identifies transmission system operating limits for first contingency and other abnormal system conditions and develop operating procedures to ensure reliable operations under these conditions.
  • Identifies near-term transmission congestion scenarios due to limiting transmission facilities and coordinate efforts to have those facilities upgraded or replaced.
  • Provides short term (1 to 2 months) and long-term (2 to 12 months) studies required to support Power Delivery Expansion and maintenance processes in scheduling transmission projects.
  • Supports state estimator and contingency analysis models and their integration into real-time system operatives.
  • Coordinates with PJM in day-to-day activities and support of their operational models for real-time and next day analysis.
  • Coordinates with external utilities in day-to-day operations and support of system maintenance and repair.
  • Maintains and communicates facility ratings in accordance to NERC standard FAC-009-1.
  • Supports the databases and computer processes required for incorporating real-time ambient adjusted facility ratings in the EMS.
  • Maintains working knowledge of NERC standards and develops processes and procedures to ensure compliance.
  • Develops and maintains computer models, databases, and EMS applications Responsible for the training and development of other less experienced engineers.
  • Performs other duties as required or assigned

Requirements

Education:

  • Bachelor's degree in Electrical Engineering from an ABET accredited school required.
  • NERC System Operator Certification is preferred, or must be obtained within the first year of employment

Experience:

  • A minimum of three (3) years of related experience is required

Skills and Abilities:

  • Must have a good understanding of standard electric utility system operations and planning practices and must have developed expertise in load flow analysis (complex and linear).
  • Must have the knowledge and skill to apply computer programming techniques to automate engineering related activities and to enhance the system operators’ situational awareness.
  • A working knowledge and experience with state estimator and contingency analysis is very desirable.
  • Well-developed written and verbal communication skills are required.
  • Must have the ability to develop other less experienced engineers and system operators in understanding of abstract concepts pertaining to power system analysis.
  • Must have the ability to plan, schedule, conduct, and coordinate detailed phases of projects affecting transmission operations.
  • Must be able to creatively apply technical skills to developing projects that will aid in the attainment of overall process, business unit, and cooperative objectives.
  • A working knowledge of NERC standards is desirable.
  • Advanced computer programming skills using Visual Basic, C++, or similar object-oriented languages are strongly preferred.
  • A working knowledge of creating and maintaining SQL Server databases is preferred.
  • Knowledge of Emergency Management Systems (EMS)
  • Experience with spreadsheet and database applications is required.
  • Typing skills and familiarity with computer operating systems and languages desirable.

  • This is primarily an inside position with usual office conditions.
  • Travel in and outside the system and work outside normal hours may be required with some travel being overnight.
  • Subject to 24 hour call in.
