Summary: The position has primary responsibility for technical development and cooperative advocacy of pool member positions, comments and testimony related to regulatory filings associated with the California Independent System Operator Corporation (CAISO) and the Federal Energy Regulatory Commission (FERC), and in particular, proceedings related to transmission system assessments and interconnection studies; technical development and cooperative advocacy of pool member positions, comments and regulatory filings associated with the Transmission Agency of Northern California (TANC); development, maintenance, compliance and administration of contracts supporting the Power Management business unit, including contracts to support renewable energy projects and power sales agreements; comments and testimony related to regulatory filings associated with the Western Area Power Administration (WAPA) and Bureau of Reclamation (BOR);; Performs general and complex analytical work for programs within the Power Management business unit; and provides technical and analytical support to other agency business units for any contract or industry related activity.  Position works with agency management and staff, member agency management and staff and outside counsel and agencies.   The Engineer III/IV (works independently on routine and non-routine job tasks as a member of a team or acts as the team lead with limited supervision and guidance.

 

Essential Duties and Responsibilities include the following. Other duties may be assigned.

 

1. Serves as the agency subject matter expert and responsible technical lead staff person in the CAISO annual Transmission Planning Process, and associated Transmission Owner Tariff proceedings. May also serve as technical lead or support in other FERC or CAISO stakeholder proceedings established to review, develop or modify utility wide or industry wide transmission related issues or strategies.
 
2. Represents NCPA and members in CAISO stakeholder processes and meetings to advance member and agency interests on assigned CAISO stakeholder process topics, including such duties as:

 

a. Assesses transmission projects submitted through CAISO Transmission Planning Processes, and/or Transmission Owner Tariff maintenance and replacement related projects, and develops agency technical comments and advocacy positions in response to those submitted projects. 
b. Assesses impacts of proposed changes to the CAISO tariff, Business Practice Manuals and Operating Procedures on NCPA/member operations, and regularly briefs staff and membership on issues of importance; and
c. Develops recommendations to address identified impacts and secures approval for recommendations internally and externally; and
d. Influences CAISO process outcomes through active, knowledgeable and informed participation in assigned stakeholder processes; and
e.  Demonstrates a thorough understanding of NCPA scheduling, dispatching and settlement processes, as well as how those processes are or could be affected by proposed changes to CAISO market and operational rules; and
f. Presents technical issues before NCPA management, membership, and before regulatory agencies.

 

3. Contract Development: Works collaboratively with key staff representing any NCPA business unit to develop, and finalize contracts through negotiations, competitive bid processes and award, with a focus on renewable energy projects and power sales agreements. Works with other subject matter experts, including outside counsel as required, to deliver finished products.  Ensures contract development, review and approval are done in accordance with agency procedures and processes.

 

4. Develops and maintains processes and infrastructure to ensure agency agreements are maintained, including identifying and recommending modifications to existing practices and procedures as needed, to support agency activities; ensures agency agreements are organized, stored, tracked and shared throughout the organization to enable access for agency and member staff.

 

5. Serves as an agency subject matter expert and responsible staff person for representation, advocacy and development of regulatory and compliance filings affecting pool members associated with the:

 

a. Western Area Power Administration, and NCPA’s assigned percentage of Western Base Resource; and
b. United States Department of the Interior, Bureau of Reclamation; and
c. Transmission Agency of Northern California and the pool members’ entitlement to the California Oregon Transmission Project.
 
6. Represents NCPA and pool members in various Western meetings to advance pool member and agency interests, including such duties as:
 
a. Development and presentation of reports to pool members on actions taken or needing to be taken under the Western Assignment and Administration Agreement; and
b. Maintains and updates Western base resource, CVPIA and O&M budget and forecasting model; and
c. Works with Western customers, Western and Bureau of Reclamation staff to consistently improve CVP forecasting and to enhance the value of the CVP project to members; and
d. Arranges for regular briefings to pool members on issues of importance scheduled for discussion at Western Customer and Transmission meetings, and coordinates advocacy positions to be taken on behalf of the pool well in advance of scheduled meetings; and
e. Arranges for regular briefings to pool members on issues related to Western O&M activities, and acts as the pool member representative on the Western O&M Governance Board; and
f. Assesses impacts of proposed changes to the Western Open Access Transmission Tariff (OATT), business practices and procedures on NCPA pool member operations, and regularly briefs staff and membership on issues of importance; and
g. Develops recommendations to address identified impacts and secures approval for recommendations internally and externally; and
h. Influences Western process outcomes through active, knowledgeable and informed participation in assigned stakeholder processes; and
i. Demonstrates a thorough understanding of the Western Central Valley Project resource as a component of the pool members’ overall cost structure as a means to assess impacts and develop strategies to respond to proposed Western process and operational changes.

 

7. Develops and maintains an index and description of agreements and contract obligations, and identify applicable compliance and filing requirements to ensure agency remains compliant with contract obligations and deadlines.

 

8. Develop, coordinate and present reports and recommendations to management staff, member staff and the NCPA commission, and established committees of the commission (including the Facilities Committee and Pooling Committee).

 

9. Perform quantitative and qualitative analysis to support activities related to power pooling, load forecasting, power purchase and sales strategies, contract negotiations, litigation, risk management, policy development, and interactions between NCPA members and the Independent System Operator Corporation.

 

10. Assists with assigned CAISO generation and transmission interconnection processes, procedures and issues. Independently initiates and coordinates resolution of assigned interconnection project responsibilities.

 

11. Manages the processing, tracking and approval of agency Legal Services Requests.

 

Supervisory Responsibilities                      
This job currently has no supervisory responsibilities, pending further assessment.  Incumbent is required to have extensive technical skills coupled with the ability to interact at all management and staff levels within the agency.  Incumbent will, as necessary, direct/request technical support from other NCPA staff and consultants.

Education and/or Experience                      
Bachelor’s degree and/or advanced degree or equivalent in Electrical Engineering,  A minimum of five years related professional electric utility industry experience and/or training is required for the Engineer III level and a minimum seven years related professional electric utility industry experience and/or training is required for the Engineer IV level; or equivalent combination of education and experience where advanced engineering degrees (Masters, Doctorate) may substitute for equivalent years of experience. 

The position requires creative and critical thinking skills, strong technical and writing capabilities, captivating presentation skills, a high degree of diplomacy and the ability to manage and guide a multitude of divergent interests to consensus positions and agreement.  Demonstrated experience in electric utility industry with regulatory filings and/or other activities associated with agencies such as the Western Area Power Administration, the Bureau of Reclamation, the California Independent System Operator Corporation and the Federal Energy Regulatory Commission is required.

Language Skills                      
Ability to read, analyze, and interpret the most complex documents.  Ability to respond effectively to the most sensitive inquiries or complaints.  Ability to write speeches and articles using original or innovative techniques or style.  Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.

Mathematical Skills                      
Ability to work with mathematical concepts such as probability and statistical inference, and modern algebra.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability                      
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills                      
To perform this job successfully, an individual should have knowledge of Database software (e.g. SQL); Internet software; Spreadsheet software and Word Processing software.

Certificates, Licenses, Registrations
Requires a valid California Driver's license and insurance. Registration as a California Professional Engineer is desirable.

Other Skills and Abilities                      
Knowledge of: 

The electric industry and the relationships between NCPA and its energy suppliers; optimization strategies and modeling of generation projects and constraints of multi-purpose projects; administrative, legal and technical methods for contract development, negotiation, preparation, and administration; analytical methods for assessing power and fuel contracts benefits and costs, including risk management, engineering economics, decision analysis, and general principles and operating characteristics of electric power generation systems; power supply, transmission and services marketing; understanding of California's electric utility sector including California Independent System Operator and impacts on fully integrated public utilities.

Utility transmission planning experience and experience with managing projects related to electric utility transmission engineering design, operation, and construction.

Familiarity with NERC and WECC Reliability Compliance criteria.

Familiarity with industry standard transmission software such as PowerWorld, GE PSLF and/or Gridview.

Experience defining, interpreting, and organizing major system wide transmission or distribution projects that involve multiple balancing authorities.

Other Qualifications                      
Must be able to travel by car or plane to locations within the USA.
