The Orange County Sanitation District (OCSD) is currently seeking an Engineer (Electrical Reliability).
The Electrical Reliability Engineer works under general direction of the Reliability Engineering Supervisor performing a wide variety of complex electrical engineering duties involving wastewater treatment and collection systems. Specifically, the Engineer provides technical leadership and expertise in evaluation of the effectiveness and efficiency of asset maintenance strategies according to NFPA and NEMA standards; supports operations and maintenance organization in the execution of problem solving events for the resolution of complex reliability problems in the areas of electrical systems; collaborates with the Reliability team to identify predictive and preventative maintenance strategies to increase the safety and reliability of electrical assets (including but not limited to infrared, ultrasonic, vibration, oil and electrical circuit analysis); promotes the collaboration between the electrical, instrumentation, mechanical, operations and process teams for the increase in system reliability; plans and executes sustaining and process improvement engineering projects; reviews plans and technical specifications developed by design consultants and contractors; attending and participating in design workshops; coordinates designs with operations and maintenance staff; prepares detailed drawings and technical specifications.

The Engineer will also be responsible for overseeing bid and proposal processes including developing the Request for Proposal (RFP) and scope of work, reviewing proposals, and selecting consulting engineers; performing project management functions to ensure projects are constructed in compliance with contract documents; developing recommendations to address issues with assigned projects; preparing engineering plan clarifications and changes in response to contractors' requests for information during construction of facilities, verifying that equipment meets the design specifications; performing project startup and commissioning; providing technical training; performing engineering calculations and complex power system studies of electrical equipment to determine how modifications affect the systems and to plan for future growth.
General duties include participating in the development of District policies and procedures, and ensuring adherence to engineering best practices; providing technical leadership and guidance to others; inspecting and diagnosing problems and developing corrective action plans for operations and maintenance; attending and participating in professional group meetings to stay abreast of new trends and innovations; researching emerging products and enhancements and their applicability to District needs; and other related duties as assigned.

Hiring Salary Range: $105,601 - $116,438/year

Qualifications & Requirements:

This position requires a Bachelor's degree from a college or university which is accredited by the US Department of Education, with major coursework in Electrical Engineering; a minimum of five (5) years of increasingly responsible engineering experience; and Professional Engineering (PE) registration from the State of California.

The ideal candidate will have knowledge of the methods and techniques of electrical engineering plan review and analysis; be able to demonstrate technical proficiency in current principles, practices and procedures of electrical engineering, construction and project management. Additional requirements include having a working knowledge of design drawings and specifications documentation, electrical system studies (short- circuit, coordination and arc flash), experience troubleshooting electrical and instrumentation systems, the ability to read and understand technical drawings and specifications, and develop bid documents.
Desired qualifications include experience in: medium-voltage and low-voltage power distribution systems, support of plant maintenance and outage activities, support or design; medium-voltage and low-voltage motor control design; standby power systems design; SCADA control and automation system and ETAP (electrical engineering software); Continuous Improvement methods, TPM, RcM, Root Cause Analysis and Failure Analysis.
The Engineer must have intermediate to advanced database and word processing skills (i.e., Excel and Word); excellent interpersonal, verbal and written communication skills; a demonstrated ability to analyze problems, evaluate alternatives and make sound recommendations; and to work collaboratively and establish and maintain effective working relationships with those contacted in the course of work, including staff, consultants and contractors.
