The Bonneville Power Administration is a federal nonprofit agency based in the Pacific Northwest. Although BPA is part of the U.S. Department of Energy, it is self-funding and covers its costs by selling its products and services. BPA markets wholesale electrical power from 31 federal hydro projects in the Columbia River Basin, one nonfederal nuclear plant and several other small nonfederal power plants. The dams are operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation. About one-third of the electric power used in the Northwest comes from BPA.


             This position is located in Real Time Study Desk (TORS) of Real Time Operations (TOR), System Operations (TO), Transmission Services (T), Bonneville Power Administration (BPA). Real Time Study Desk provides specialized power system analysis technical support for real-time transmission system operations by performing next-day studies and providing real-time power analysis including timely assessment of the current electrical system configuration, flows, generation and loads to determine electrical security of the BPA transmission grid and our interconnections. This analysis provides direction/guidance to System Dispatchers as they manage and operate the transmission grid.
A successful candidate in this position will perform real-time, current day, and next day Operations Studies/ Analysis. One Real Time Study Engineer is on shift at all times in 12 hour rotating shifts to provide advice based on this analysis to BPA dispatchers during real time conditions.


As an Electrical Engineer, at the full performance level, you will:

  • Perform real-time, current day, and next day Operations Studies/Analysis in 12 hour rotating shifts to provide specialized power system analysis technical support for real-time transmission system operations including timely assessment of the current electrical system configuration, flows, generation and loads to determine electrical security of the BPA transmission grid and our interconnections.

  • Independently perform atypical or highly difficult professional engineering studies and assignments; e.g., unusual problems that arise during the rework of major systems for which the employee has technical responsibility.

  • Perform preliminary engineering analyses on large and complicated projects, incorporating knowledge of research and development activities and technological advances.

  • Evaluate the various alternatives for meeting the objectives of the assignment, considering peripheral as well as technical factors in recommending the best.

  • Develop and compare alternative layouts or designs which use equipment of various kinds and capabilities in diverse physical arrangements.

  • Coordinate with related groups, and integrate design changes or major equipment alterations.

  • Develop or adapt approaches and procedures which are followed by less experienced engineers on subsequent assignments of a similar nature.

  • Work performed seven days per week, 365 days a year, in 12 Hour Rotating Shifts.

  • Work is performed in a time sensitive environment. The position requires the ability to multi task, perform analytical work quickly, and make quick decisions. Violations of national standards may result in financial penalties to BPA. This work environment may be stressful at times.

  • The incumbent is required to obtain NERC System Operator certification by the end of the initial training period. Maintaining NERC certification is a requirement of this position.

  • The position is identified as a BPA Transmission Function employee under the FERC SOC non-discrimination rules and is required to complete BPA’s mandatory Standards of Conduct (SOC) training.

  • The position is identified as one of the DOE Mission Essential Functions (MEFs) responsible for providing continued operation of a safe and reliable transmission system under altered or degraded operating conditions. During an event, the incumbent is required to report to a remotely located facility when the primary duty station is not available. As a designated MEF the incumbent must provide accurate and up-to-date contact information, and must sign the Emergency Relocation Group (ERG) memorandum acknowledging the designation as an ERG member

  • Work is usually performed in an office setting. However, there may be regular and recurring exposure to moderate discomforts and unpleasantness adverse weather conditions at sites.

  • Candidates selected under this announcement will be placed in the BPA Consecutive Accelerated Training and Promotion Plan (CATPP), which is an accelerated training program designed to accelerate their ability to assume higher-level duties and responsibilities by allowing training to be substituted for experience required in the position. The candidate may be eligible for a maximum of two (2) consecutive promotions up to the GS-12 grade-level, based on training completed as part of the program. If selected for this position you will be required to sign a memorandum of agreement before entry into the position as a condition of appointment. Promotions are not guaranteed and will depend on successful completion of the 6-month training plan; acceptable performance in the position; and availability of higher-level work.
