DUTY LOCATIONS: Vancouver or Spokane, WA

As an Electrical Engineer, at the full performance level, you will:

    • Provide support for mission critical and mission essential transmission grid operations, 24x7, real-time control systems, data acquisition systems and Dispatcher decision-making support systems located at the system control centers; primarily in Emergency Management Systems and applications.
    • Perform hardware, software, and security (physical and cyber) activities required to plan, research, engineer, design, implement (install, test, and energize) and maintain high-availability systems and supporting environmental infrastructure. Activities include hardware/system design and engineering, software application development and integration of new systems; system management, monitoring, operations and maintenance engineering; and development of equipment/system standards, policies, procedures, and maintenance programs.
    • Perform project management duties and activities to implement new systems in an on-line, operational environment.
    • Provide troubleshooting and engineering analysis on control center systems to monitor performance and determine if problems or instabilities exist.
    • Determine how to correct problems and initiate operations/maintenance activities to modify or redesign the system; or recommend and initiate project planning activities to replace obsolete or poor functioning equipment/systems/software.
    • Provide cyber security function for the control center including supporting the certification and accreditation processes, application of cyber policies and practices in the design, implementation and maintenance of control center systems, patching software and operating systems to minimize vulnerabilities; design and implement intrusion detection and protection systems to assure a hardened electronic perimeter.
    • Analyze and implement standards and policies imposed by Federal laws or regulatory entities (e.g., WECC, NERC, FISMA).


  • Candidates selected under this announcement will be placed in the BPA Consecutive Accelerated Training and Promotion Plan (CATPP), which is an accelerated training program designed to accelerate their ability to assume higher-level duties and responsibilities by allowing training to be substituted for experience required in the position. The candidate may be eligible for up to a maximum of two (2) consecutive promotions up to the GS-12 grade-level, based on training completed as part of the program. If selected for this position you will be required to sign a memorandum of agreement before entry into the position as a condition of appointment. Promotions are not guaranteed and will depend on successful completion of the 6-month training plan; acceptable performance in the position; and availability of higher-level work. Current federal employees may be entitled to pay retention.

  • Work is usually performed in an office setting. However, there may be regular and recurring exposure to moderate discomforts and unpleasantness adverse weather conditions at sites.

  • The work is normally sedentary. However, there may be regular and recurring site visits during which there is a considerable amount of walking, stooping, bending and climbing.
