Title: Division Chief, Mission Planning & Decision Support Division -ICL-1410

Location: Atlanta, GA
Description: A full-time, permanent position is available starting June 2017.  We are searching for a software engineer or scientist with an MS or PhD and 10+ years of experience in Command and Control (C2) or geospatial decision support, with management experience.  The candidate would work with lab leadership to expand existing mission planning and geospatial efforts, target key DoD customers to grow ICL’s Command and Control portfolio, and be responsible for building and leading a division of engineers directing and supporting those efforts.  Technical interests of the candidates should be closely in line with DoD Decision Support tools, geospatial visualization techniques and platforms (such as FalconView), and operational environment for DoD C2 systems, with specific experience in the development or operational use of mapping or mission planning tools being preferred.

The candidate will need to be able to identify innovative avenues of research, gain funding to support this research, and successfully lead engineers and students to achieve research milestones and meet customer deliverables.  The candidate must be able to communicate complex technical material clearly to a wide variety of audiences including academia, conference proceedings, management, business development leads, prospective customers and existing customers.  Demonstrated knowledge of Department of Defense (DoD) C2 programs and needs is required.

The basic responsibilities include:

  • Develop and expand geospatial decision support and C2 program efforts
  • Understand current and emerging tools for Geospatial platforms and visualization
  • Lead a team of engineers, using appropriate systems engineering practices
  • Collaborate with multiple technical teams both internal and external to the organization to promote research
  • Work with PIs, lab leadership, and other GTRI leaders to ensure appropriate staffing to successfully complete project objectives 
  • Manage personnel and budgets within the Division
  • Business development leadership and coordination – in coordination with lab leadership, build customer relations, identify BD opportunities, coordinate communications, build proposal teams and lead and contribute to proposal writing efforts.
  • Perform Division administrative tasks, including approving travel, reviewing purchases, addressing personnel issues, communicating division, lab, and institute items with personnel, and actively participating in lab management activities.
  • Ensure programs and projects within the Division are executed on time and within budget.
  • Develop a sponsor engagement plan for Geospatial Visualization and Decision support-related opportunities as well as support of new and follow-on sponsor engagement activities
  • Work across the Division structure, the Lab, and GTRI to ensure programs are staffed appropriately, integrated as needed with related programs across GTRI, and ensure best practices for program management.

Senior Research Scientist

  • A Master’s degree in Computer Science, Electrical Engineering or a related field and seven (7) years of relevant  experience 
  • A Master’s degree and nine (9) years of relevant full-time experience,or
  • A Doctoral degree and four (4) years' relevant full-time experience.

Principal Research Scientist   

  • A Master's degree in Computer Science, Electrical Engineering or a related field and eleven (11) years' relevant experience; or
  • A Doctoral degree and seven (7) years' relevant full-time experience.

Required skills include:

  • Very strong C2, mission planning, geospatial visualization and decision support experience and knowledge
  • Strong coordination, organization, leadership and communication abilities
  • 10+ years managing and leading engineering teams
  • Ability to effectively present technical information to a wide variety of audiences
  • Knowledge of and experience with DoD key customers

Preferred skills include:

  • Software and/or systems concepts and architectures
  • Networking requirements for integration of systems
  • An active DOD clearance is highly preferred, TS/SCI

The projects are based in the Centergy One building at 75 5th St, NW, Atlanta. Some travel will be required in presenting research, developing business, meeting with customers and demonstrating applied solutions.

Candidate must be a US citizen eligible for a TS/SCI DoD security clearance. An active clearance is not required at time of application but is highly preferred.
