This position will perform duties of Communications Security (COMSEC) Account Manager for multiple programs in the Lockheed Martin Rotary and Mission Systems facility at Moorestown, NJ, servicing the needs of multiple programs handling classified and sensitive information using secure voice and data networks.

Essential Functions:
‒ Administer accountable COMSEC per NSA/CSS Policy Manual 3-16, and other Department of Defense issuances such as National Security Systems Instruction (CNSSI) and National Industrial Security Program Operating Manual (NISPOM).
‒ Use the National Security Agency required tool, Distributed INFOSEC Accounting System (DIAS), for maintaining COMSEC material control.
‒ Ensure tracking, transfer and destruction of Controlled Cryptographic Items (CCI’s) and COMSEC keying material, to include semiannual inventories.
‒ Accomplish physical accounting of all COMSEC and CCI, train, consult with, and assist users with keying material and equipment acquisition, installation, keying and maintenance according to the applicable doctrine.
‒ Administer and record COMSEC-required briefings.
‒ Obtain rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies and NSA.
‒ Identify, investigate, document and report COMSEC incidents to proper authority.
‒ Support network operations of the NSA type 1 network encryption equipment through collaboration with IT staff.
‒ As needed, prepare operation manuals outlining COMSEC regulations, establish COMSEC procedures for handling, storing, keeping records, and for granting personnel access to COMSEC materials.
‒ Assist with implementation of Electronic Key Management System (EKMS) implementation. Manage classified material and multiple containers in the dedicated COMSEC work area, to include destruction of superseded keying material.
‒ Operate systems processing classified information related to COMSEC operations.
‒ Be responsible for conducting COMSEC investigations, writing the required reports, notifying the proper government agencies and specifying corrective action to be taken.
‒ Correspond with the National Security Agency as required, maintain the Defense Courier Service (DCS) account, and physically transport COMSEC materials to and from the DCS station approximately an hour's drive from the facility.
‒ Accomplish contractually-required regimens substantially similar to COMSEC which may be needed, such as Security Tracking and Authorization Request System (STARS) account for the Selective Availability Anti-spoofing Module (SAASM) equipment.
‒ Partner with internal organizations, external customers and cybersecurity teammates, and be prepared for an audit by the Defense Security Service or National Security Agency at all times.
‒ Maintain effective relationships with business leadership, functional counterparts at other facilities, government contracting activities, federal oversight and partnering agencies.
‒ Comply with all security policies and contractual requirements that apply to company and program operations.
‒ Interface with US Government representatives to address security concerns, requirements, compliance, etc.
‒ On occasion, work extended hours (other than normal business hours) to support contractual requirements to meet customer needs.
‒ Accomplish other duties as assigned

Basic Qualifications
‒ Final Top Secret clearance.
‒ Demonstrated Communications Security (COMSEC) Account Manager experience, servicing the needs of multiple programs handling classified and sensitive information using secure voice and data networks.
‒ Familiarity with COMSEC per NSA/CSS Policy Manual 3-16, and other Department of Defense issuances such as National Security Systems Instruction (CNSSI) and National Industrial Security Program Operating Manual (NISPOM).
‒ Training or experience with the National Security Agency required tool, DIAS, for maintaining COMSEC material control.
‒ Ability to assist users with keying material and equipment acquisition, installation, keying and maintenance according to the applicable doctrine.
‒ Operating systems processing classified information related to COMSEC operations, using typical office automation software such as Microsoft Office.
‒ Operate a motor vehicle for occasional business travel, including local courier runs within a hour's drive on a monthly basis.
‒ Experience preparing for and participating in audits by the Defense Security Service or National Security Agency.
‒ Must be able to work extended hours (other than normal business hours) to support contractual requirements to meet customer needs when needed.
‒ Possess well-developed communication skills, including speaking and writing

Desired skills
‒ Familiarity with Electronic Key Management System (EKMS) implementation and operations, specifically Client Node in a SIPRNET environment.
‒ Experience with Security Tracking and Authorization Request System (STARS) account for the Selective Availability Anti-spoofing Module (SAASM) equipment.
‒ Familiarity with duties of an Information Systems Security Manager (ISSM), Information Systems Security Officer (ISSO), Information Assurance Manager (IAM), Information Assurance Officer (IAO), or equivalent.
‒ At least one certification that qualifies under per DoDD 8570 at level 1 IAM such as COMPTIA Security+, Network+, SANS GIAC Security Essentials Certification (GSEC).
‒ Functional skills with networking and/or telecom equipment
