Description: The Branch Chief, Integrated Analytics role is a leadership position within the Threat Intelligence & Analytics (TIA) division of the Cyber Technology and Information Security Lab (CTISL). The role will lead a team of researchers responsible for project management, technical research, and innovation within the data analytics space. Branch capability areas include software engineering, data analytics/science, and activity based intelligence.

The Integrated Analytics Branch Chief will be responsible for setting the technical vision for the branch as well as executing a strategy to meet that vision. While the Branch Chief does not need to be a recognized expert in the space, he or she must maintain a high level understanding of the research and must be capable of conveying reasonable detail to potential research sponsors. He or she will be responsible for identifying new research opportunities, leading proposal efforts to secure funding, and managing resource allocation against projects. He or she will be required to develop and maintain a growth strategy for the branch over time that fits with the lab and division’s stated vision.

The Integrated Analytics Branch Chief will maintain a high level of technical engagement (at least 75% time) among a number of technical tasks throughout the TIA division. He or she will work individually or within a team to conduct sponsored research to include software systems engineering, software development, or other related tasks. He or she will develop work to solve complex data analytics and intelligence analysis problems, often through the development of novel tools. In this capacity the Integrated Analytics Branch Chief is expected to support conferences, sponsor briefings, and participate in delivering content with other technical outreach activities.

Additionally, the Integrated Analytics Branch Chief will be responsible for all aspects of personnel management within the team. He or she will provide mentoring opportunities to junior researchers, helping them grow their careers in a wide ranges of areas. He or she will be responsible for helping each team member set and achieve goals annually, as well as assigning them duties that aid them in the fulfillment of such goals. The Branch Head will manage project coverage of his or her team, ensuring projects have the correct resources and team members are adequately engaged.

Finally, the Integrated Analytics Branch Chief will represent a leadership role to the TIA division, aiding division management in its operation and continued growth. He or she will be required to provide summary information to division management representing vision, strategy, goals, and overall health of the branch on a periodic basis. This requirement includes strategic thinking with respect to areas of improvement or research expansion within the division.

Requirements

Education: MS or PhD in Science, Technology, Engineering, Math (STEM) concentration or equivalent. Sufficient experience may allow for a different MS/PhD.

Experience:

RESEARCH ENGINEER/SCIENTIST II

Candidates must possess at least five years of relevant experience in the data analytics, intelligence analysis, or software development domains and at least two years’ experience in managing a team of technical engineers/researchers. At least five years of building technical capabilities, products, services in the aforementioned domains is required. Ideal candidates will possess at least two years’ experience in establishing technical vision and executing strategy against it. Candidates must enjoy working through unique challenges with non-obvious solutions.

RESEARCH ENGINEER/SCIENTIST SENIOR

Candidates must possess at least seven years of relevant experience in the data analytics, intelligence analysis, or software development domains and at least two years’ experience in managing a team of technical engineers/researchers. At least seven years of building technical capabilities, products, services in the aforementioned domains is required. Ideal candidates will possess at least two years’ experience in establishing technical vision and executing strategy against it. Candidates must enjoy working through unique challenges with non-obvious solutions.

Candidates must have experience in writing engineering/research proposals targeted at data analytics solutions. Experience proposing for, winning, and executing Department of Defense (DOD), Intelligence Community, and industry contracts is preferred. Candidates must have experience building and delivering presentations at both technical and non-technical levels.

Experience with software engineering, data analytics/science (machine learning/artificial intelligence), and activity based intelligence is preferred.

Skills: Ability to extrapolate customer needs from non-technical discussions. Significant experience working with recent versions of Windows, Linux, and/or OS X. Strong programming and scripting skills (Python, C/C++, C#, Java) is preferred. Experience within the U.S. Intelligence Community is highly desirable.  Proficiency with industry-standard Microsoft business tools (Word, PowerPoint, Project, Excel) is required.

Other: Candidate must be a US citizen capable of holding a Top Secret DoD Security clearance; active clearance a major plus.
