Job Details

The qualified candidate would perform following Standard Maintenance Procedures (SMPs) tasks

1. Update existing SMPs and generate new SMPs to incorporate into different US/UK electronic databases for Ship Submersible Ballistic Nuclear (SSBN), NAVSHOP and Trainer Systems
a. Analyze and Categorize SMP Trouble and Failure Reports (TFRs) and Program Problem Reports (PPRs)
b. E.I. review and edit per SSPINST 5600.11, SMPs
c. Obtaining engineering approval after incorporation of comments
d. Enter SMPs into Technical Information Data Base (TIDB) database via X-Metal or Vulcan software
e. Proof read and update SMPs
f. Prepare artwork if required using Visio or CGM Authoring Software
g. Uploading new SMPs or SMP changes via established preprocessing software
h. Forwarding zipped down TIDB databases via PMAR into Live Link for BAE Systems Review
i. Write or review Test Plans for SMP verification
j. Verify ODC in the labs per process and incorporate comments

2. Generate new Preventive Maintenance Management Plans (PMMPs) and incorporate PMMP changes and PMMP TFRs into the PMMP External User Interface (EUI) System
a. Create and edit PMMPs per SSPINST 5600.11, SMPs
b. Incorporate comments
c. Forward to various government activities for review and approval
d. Monitor the EUI system for PMMP upload

3. Provide Engineering Information (EI) to BAE Systems for all new paper SMPs or changes and deletions to existing SMPs. If changes are minor they are forwarded as part of a Preventive Maintenance Action Report (PMAR). If major, they are forwarded as new or marked up manuscript, in the form of an attachment to a PMAR
a. EI review and edit per SSPINST 5600.11, SMPs
b. Preparation of PMMPs using word processing
c. Proof read and update PMMPs
d. Obtaining engineering approval after incorporation of comments
e. Prepare any artwork if so required
f. Verify in the labs or at a forward site per process and incorporate comments

4. Generate all PMARs in the QRIMS PMAR System and monitor system (resolve all PMAR rejection comments) so all PMARs can be signed off through various government activities

5. Attend SMP status meetings with representatives of various government activities, other contractors, and the system coordinator. These meetings may be held annually for the purpose of reviewing outstanding problems in the SMP documentation area
a. Strategic Systems Programs Alteration (SPALT) activity
b. Changes in coverage due to hull applicability, shore base facilities and trainers etc
c. Discussion of changes to SSPINSTs and other regulations affecting SMPs
d. TFR status
e. Discuss changes and improvements to the Quality and Reliability Information Management System (QRIMS) PMAR System
f. Discuss changes and improvements to BAE Systems Alfresco System
g. Discuss changes and improvements to BAE Systems PMMP EUI System
h. Discuss any changes or improvements to SMP authoring tools

6. Process all paper SMP TFRs from receipt in Technical Documentation to QRIMs PMAR generation
a. Assignment of TFR to cognizant department
b. Review of TFR for impact (including safety) and, if necessary, consultation with engineer
c. Edit engineering answer per SSPINST 5600.11N
d. Check for effects on other documentation
e. Generate PMAR and proofread answer
f. Place PMAR in QRIMs Notification window for review

7. Review a final copy of paper SMP changes supplied by BAE Systems and advise of LM’s comments

8. Monitor QRIMS PMAR System performance
a. Generate PPR’s detailing system discrepancies and future improvements
b. Test software builds

9. Coordinate with Systems Coordinator on non-Navigation SMP TFRs

10. Check Subcontractor disk deliveries for changes to unique tactical SMPs

11. Prepare and update Departmental Operating Procedures (DOPs) for Creating New or Changes to SMPs/PMARs

12. Estimates and answers request for budgetary quotations for all SMP/PMMP documentation and controls expenditures within limitation of project budget

Basic Qualifications
The qualified candidate writes and edits technical manuals for the U.S Navy Programs utilizing Standard Generalized Markup Language (SGML) and Vulcan software. Estimates and answers budgetary quotations for technical documentation. Controls expenditures within limitation of project budget. Performs technical manual procedure verification witnessed by government representatives for technical manual sell-off. Defines program performance specifications for Oracle based Client Server Information Systems. Develops procedures for generating technical documentation. Generates presentations for meetings with the customer and contractors to ensure program objectives
* Excellent written and oral communication skills
* Ability to write and tag electronic documentation using hypertext tagging
* Ability to use ClearCase as a configuration management environment
* Ability to develop an Interactive Electronic Technical Manual (IETM) using an authoring tool
* Bachelor’s degree from an accredited college in a related discipline, or equivalent experience/combined education, with 2 years of professional experience; or no experience required with a related Master’s degree. Considered experienced, but still a learner

Desired skills
* Ability to use Vulcan or similar authoring tool for electronic display
