Job Details

Lead the F-35 Test and Verification (T&V) new business proposal and capture activities at Fort Worth. This team will provide overall leadership, organization, and expertise for F-35 T&V proposal efforts that involve the Edwards AFB and Patuxent River test centers as well as the Fort Worth test and Laboratory teams. The successful candidate will provide leadership for future (post-SDD) test proposal efforts and serve as the primary proposal and capture contact with the US Government Flight Test community, internal Contracting, Project Office and IPTs to ensure the successful handoff of proposed work to execution. Responsibilities include ownership and coordination of T&V Follow-On Modernization activities to include the integration of Developmental Test (DT) Aircraft Viability, Block 4 Software planning and Proposal Tools Development, early Flight Science testing, known Customer testing requirements, and Lab and Flight Test Infrastructure work into a cohesive flight test approach. Technical leadership includes development of project roadmaps, status briefings, and creation of a Test Management Council or equivalent. This position requires a broad knowledge of test methods for tactical aircraft, test aids, test aircraft modifications, test support, flight test instrumentation design and manufacturing, and real time and post flight test data processing. The candidate must have a strong drive and be able to effectively communicate and influence internal F-35 Leadership to include Program VPs and Directors, Test Site, Laboratory, Contracts, Estimating personnel and externally with Government Leadership. Responsible for building proposal expertise by coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
Active Secret clearance required.
Ability to obtain special program access clearance

Basic Qualifications
-Bachelor’s degree in Engineering / Technical discipline
-15+ year’s work experience with an aircraft flight test program as a Flight Test Engineer, Test Lead, Test Conductor, Test Director, or Subsystem Subject
Matter Expert
-Experience with Flight test, Systems Engineering
-Experience with proposal development experience such as preparation of SOWs and BOEs.
-Experience with estimation tools, negotiations, and scheduling

Desired skills
Experience and understanding of flight operations, requirements development, configuration management, aircraft modifications and maintenance, avionics flight test, flight sciences test, instrumentation and data processing. Ability to communicate complexities of Flight Testing leading to complete proposals with solid rationale. Specific experience and knowledge of Flight Test practices and procedures for LM aircraft (F-16, F-22, or F-35) at Fort Worth, Edwards AFB Test Center, and/or Patuxent River and the unique capabilities of each. Demonstrated ability to establish and maintain good customer relations with the JPO, LM executive leadership, and peers. International experience a plus. Active F-16, F-22, and/or F-35 project clearance. Verbal and executive-level written communications. Ability to teach and transfer technical and process knowledge to build subject matter expertise
