Position Title: Advanced Metering Infrastructure (AMI) Program Manager

Reports To: Chief Information Officer

FLSA Status: Exempt

Basic Function: The Advanced Metering Infrastructure (AMI) Program Manager has knowledge of meter data management systems, electric meter data, relational databases, ETL interfaces, reporting and analytics. This also includes knowledge of distribution management systems (DMS), customer information systems, demand response systems, utility billing and outage management systems. The program manager will spend significant time with members establishing project objectives and then managing a team of engineers, consultants, and third party vendors to achieve those objectives. The program manager will also functional as a support resource in a pre-sales role by providing any necessary requirements gathering and pricing information to support a successful sale.

Essential Functions:

1. Implements policies and objectives of Advanced Metering Infrastructure (AMI) initiatives.

2. Identifies and documents key processes related to the successful support and operation of the Advanced Metering Infrastructure (AMI) program, with an emphasis on data interfaces between AMI headend systems, Meter Data Management Systems, and customer billing/CIS systems.

3. Supports member facing organization by giving technical presentations and answering questions from potential AMI Program participants regarding the Advanced Metering Infrastructure (AMI) Program and to onboard new members into the AMI program.

4. Supports member facing organization by providing high level estimates and final statements of work related to municipal AMI deployments.

5. Meets with current members to obtain feedback and relays feedback to executive management along with recommendations to improve the program.

6. Manages and supervises all Advanced Metering Infrastructure (AMI) operations personnel involved in the operation and maintenance of the Advanced Metering Infrastructure (AMI) systems.

7. Oversees all Advanced Metering Infrastructure (AMI) related deployment activities, which includes managing all partners to ensure successful municipality deployments of AMI within agreed upon timelines.

a. This includes creation of and management of project plans in Microsoft Project or another tool and ensuring success of key milestones in projects.

8. Maintains a current knowledge of standards, work methods, and technologies available to improve the efficiency and safety of operations of multi-tenant AMI systems.

9. Assures full and complete cooperation of AMI personnel and systems as may be required by all applicable regulatory standards.

10. Analyzes operations to evaluate the performance and to determine areas of cost reduction and program improvement.

11. Responds promptly to complaints, inquiries, and service requests from members.

12. Confers with member utility managers as required to convey information concerning established policies and practices and to gather information required as a basis for action.

13. Prepares and recommends budgets needed for AMI systems upgrades and ongoing operations, maintenance, and capital projects and participates in meetings to determine the department's capital and operating budget requirements.

14. Coordinates the accurate and timely transfer of AMI readings from the MDM to the Billing CIS. Coordinates with the Billing Dept. the transfer of the Customer file to the MDM and AMI head end system. Coordinates the processing of the marriage files for new meters between the AMI, MDM and CIS systems.

15. Weekend and off peak hours implementations are part of the work duties, as well as being part of a rotating 24x7 on-call support team.


Knowledge, Skills and Qualifications:

1. Minimum Education: Bachelor of Science in Engineering, Information Systems, Computer Science, or a related field. MBA or MS in Engineering or Engineering Management preferred.

2. Experience working within an enterprise IT department.

3. Experience working in an electric utility.

4. Proven ability to lead multi-discipline teams of engineers and analysts

5. Strong communication skills (both verbal and written) and presentation skills.

6. Knowledge of electric power generation facility types and power system operations.

7. General business and financial calculation knowledge

8. Effective Project Management skills

9. Strong analytical and critical thinking skills

10. Ability to communicate with various members to understand their needs and translate them into a scope of work that meets their desired outcomes

11. Ability to perform under pressure and tight deadlines and to be effective in on-site work environments

12. Ability to manage multiple projects concurrently, including identification of critical path items to ensure deliverable deadlines are met

13. Ability to manage complex systems integrations

14. Ability to work with existing and new clients to identify new projects, articulate to the clients our ability to perform those projects, and translate that into the sale of consulting services

15. Ability to focus on the big picture to effectively and efficiently provide services that meet client needs, while also having the ability to identify and analyze details that are critical to project outcomes

16. Experience with utility operational systems such as:

17. Outage Management System (OMS)

18. Automated Meter Reading (AMR)

19. Advanced Metering Infrastructure (AMI)

20. Meter Data Management System (MDM)

21. Distribution Automation (DA) and distribution management system (DMS) technologies/networks/devices/implementation

22. Customer Information Systems (CIS)

23. Utility billing systems with multiple service types including electric, water, and gas

24. Experience with the utility meter to cash process

25. 7+ years of related professional experience

26. Willing to travel up to 50% of the time.
