Knowledge of PBL Metrics (e.g., Availability, MTBF, MTTR, etc.)
Ability to clearly define requirements and develop useful measures for a Sustainment Measurement Repository
Database Design and Database Management Skills to efficiently and effectively develop and provide specialized support for a measurement infrastructure that requires minimal touch time
Support global organizations by automating data collection methods and validating data from multiple data sources by generating queries (SQL) and data collection scripts (e.g., Visual Basic, Microsoft SQL Server Integration Services (SSIS)) for storing in a single repository
Understands the importance of timely and accurate reporting of system performance at an aggregated view or for a singular system view
Strong knowledge in RDMS (Relational Database Management Systems) such as Oracle or SQL Server, including administrative abilities
Review health metrics and mature/expand into actionable metrics that serve as precedent for current & future Sustainment contracts

Basic Qualifications
Comprehensive understanding of performance management theory and principles
Proficiency in Microsoft Office products, specifically Excel, PowerPoint, Word and Visio
Experience with reporting mechanisms (e.g., Microsoft Excel, Microsoft SQL Server Reporting Service (SSRS))
Demonstrated experience with coordinating data collection activities across a global enterprise of sites
Must have current ALIS knowledge and user experience
Willingness to travel

Strong oral and written communications skills as evidenced through briefings to executive leadership and employee communications.
Must be a fast learner, and willing to operate in a fast-paced environment that may periodically include short-turn-around assignments and working irregular hours
Assess operational and system performance requirements deemed criticality to the JSF Training System and enable evaluation planning
Produce Evaluation Plans (metric framework, scenarios/threads, timelines, and requirements), Analysis Plans, Data Requirements, Risk Assessments, Evaluation Reports, Status reports; provide input to Program Management
Ability to Plan and Execute Performance Data Collection
